Chang Jung Christian University (CJCU) Highlight of 2019 Higher Education Sprout Project
The overall goal of CJCU’s Sprout Project is to become a socially responsible University navigator. Throughout three main shafts: “Abilities Improvement”, “Locally Cultivation”, and “Globally Connection”. Seven Sub-Projects:A. Enhance Basic Ability Plan. B. Improve Teaching and Research Energize Plan. C. Multiple Counseling and Teaching Plan. D. Institutional Research Evaluation Feedback Plan. E. Implement Industrial Academic Cooperation Plan. F. Practical Social Responsibility Plan. G. Promote International Participation Plan.
Dimension One: Teaching Innovation Realization and Teaching Quality Improvement
1.1 Student Learning Effectiveness Improvement
Student benchmark and core ability cultivation-English language ability: Help the student to pass the English ability examination, strengthen employment competitiveness, conduct question analysis lecture before English ability examination. Teaching the students analyze the questions and explain the response skills for the test, including the analogy test before and after test; providing online question database for students to practice in combination with the course, so that students can understand their English language ability and the aspects that can be strengthened in the future, and help them pass the test.
In the first half of 2019 academic year, TOEIC was conducted before and after the test: The number of comparisons: 157, the proportion of progress (total): 70.06%, the average progress score (total): 66.18, the proportion of progress (30-150): 49.68%, the average progress score (30-150) : 71.85.
Cultivating student essential core ability-programming design: First of all, organizing necessary computing thinking and programming design’s seeded faculties growing communities; transacting programming design faculties research courses, and inviting outside experts to share and exchange lectures in University. To produce the programming design, seeded faculties to introduce the program design related courses into the curriculum.

2.1 Teaching Quality Improvement
Sprout Faculty Professional Development Community: Through professional subject faculties communities, cross-professional faculties and the participation from cross- industry experts, encouraging faculties to research and develop courses, appropriate teaching models development, teaching materials development, and application for projects. on and off-campus, to effectively improve learning effectiveness.
Dimension Two: The Higher Education Commonality
1.1 University Operation Quality Improvement and Stakeholder Communication Mechanism Completion
CJCU was awarded a four-star honor in the 2019 World University QS Stars Rating: QS Stars Rating contents include 8 main indices: Teaching, Employability, Academic Development, Internationalization, Facilities, Social Responsibility, Inclusiveness, and Program Strength. CJCU participated in the QS Stars Rating for the first time and awarded a four-star honor, and such effectiveness has been recognized internationally.
CJCU won the silver medal from TCSA Taiwan enterprise sustainable award: The internal scope of collection range in report content is CJCU area, and external criterion is parents, employers and internship institutions, governments and communities, including “Governance”, “Staff”, “Students”, “Environment” and “Society” aspect. The integration and disclosure information which in accordance with the three principles-inclusiveness, importance, and responsiveness. In the future, CJCU will continue to communicate information related to finance, education, research, environment, and society to the outsider, and establish more diversified channels for active communication with interactive stakeholders.

1.1 Energize Industry-Academic Research
Income from Promotion, Production, and Study: Global Views Monthly has ranked five dimensions for many years, including “Social Impact”, “Academic Achievement”, “Teaching Performance”, “ Internationalization”, and “Income from Promotion, Production, and Study” degree. CJCU won the 15th place in terms of “Income from Promotion, Production, and Study”.
CJCU ranked top 20 universities in Liberal Arts, Law, and Business in “Taiwan’s Top Universities Ranking”: College of Management, the College of Humanities and Social Sciences, and the College of Fine Arts have their characteristics. College of Management, for instance, mainly focuses on excellent management talent cultivation, which has bachelors, master and doctoral programs, complete academic system, multiple departments and complete equipment, providing faculties and students with high-quality teaching and research and learning environment. CJCU ranked 16th among the top 20 universities in Liberal Arts, Law, and Business in “Taiwan’s Top Universities Ranking”, as released by Global Views Monthly in 2019, which was 8 places higher than the previous year, were clearly recognized.
CJCU has signed memoranda of cooperation with SEASON FARM TECHNOLOGY CO., LTD.
Throughout this signing, CJCU will integrate the faculties and students from relevant, assist SEASON FARM TECHNOLOGY CO., LTD. to plan the health and leisure park service, and build scientific and organic agriculture demonstration field in the campus. Doing so, to cultivates the faculties cross-field develop expertise and professional talents required by the industry, and provides domestic and foreign visitors to visit and study in the environmental education field to promote green energy agriculture and environmental education up opportunities for the new agricultural science and technology development.
Dimension Four: Social Responsibility Practice
1. Lao-Nong field belongs to the department of applied philosophy introduces social issues into its teaching innovation, so that students can manifest the social responsibility spirit of stepping out of the traditional classroom and into the remote community, caring for the disadvantaged in society and attaching importance to resource issues”.
(1) Students Anni Lu and Yu-Wen Liang participated in the “Asian Students Research Forum 2018” in Tokyo and published their papers in poster form.
(2) The department of Mass Communication's third-year students is shortlisted for “Zeng Xu Bai news prize” of the College Student Environmental and Ecological Sustainable Journalism Award.
(3) Morakot's 10-year feature website, the student group's media work “Picking Up the Light and Looking at Morakot,” won the third annual “2019 Award for Sustainable Chinese Reporting”.
(4) The radio project “The Forgotten Corners and Ethnic Groups”, produced by the department of mass communication's five students from the USR Small Village Group, was shortlisted for the 16th Generation Award - Best Radio News in the Broadcasting category.
(5) A senior majoring in the department of Applied Philosophy's student, Shu-Fan Zhuang, joined Bora after graduation due to her participation in the USR project.
CJCU’s higher educational sprout project executive content mainly refers to the significant analysis institutional research and the remarkable achievements and experiences results in implementing the whole-university project of the Ministry of Education (MOE). By three strategies- essential ability enhancement, teaching and research energy promotion, and multi-auxiliary teaching to complete the primary purpose of academic energy improvement. Then, through the combination with on-and-off campus field and the life experiment park, to plan the interdisciplinary courses, and to strengthen the industrial-academic connection, practice and visit, and community participation in the native field, to equip students and faculties with practical knowledge and achieve the core of “Deepening the Root in the Local Soil”. Imitating successful experiences from the native field and spreading to international society. Employing promoting international participation mechanisms and other policies, CJCU extends the social responsibility concept to the global social environment, and practices the significant goal of “Global Connection.”
The implementation results of 2019 academic years are as follows:
1.Learning Precision and Sustainable Talent
Dimension One: Teaching Innovation Practice and Teaching Quality Promotion [Enhancement Basic Ability, Teaching and Research Energy Promotion Plan, and Multi-auxiliary Teaching Plan]
(1) There are 10 practice effectiveness performances in this year. Including the department of social work, the department of nursing, the department of applied Japanese language, the department of medical sciences industry, the department of aviation and maritime transportation management, the department of mass communication, the department of business administration, the department of athletics sports, the department of health psychology, and the department of applied philosophy. By sharing course introduction and practical differences from seniors, let the students who have not done the internship to establish the correct understanding of the placement, and make proper preparation in advance.In the past three years, the number of students participating and hours invested has been growing continuously, in 2016 academic years, 1,745 students /305,157 hours,2017 academic years, 1,802 students /480,263 hours, and 2018 academic years, 2,144 persons /575,240 hours. The number of participants has increased by 18.61%, and the number of internship hours has grown by 46.95%.
(2) According to the characteristics of students’ career development; actively guide students to participate in “Employment Function Platform of Colleges and Universities” evaluation by MOE in different grades. 2,026 first-year students were tested in this year’s vocational Interest Exploration test. After the sophomore year, they completed professional common Vocational diagnosis and professional function diagnosis tests. This year, 42 the departments (programs) participated in the survey, an increase of 11.9% over the 2017 academic year.
(3) To promote “One-Department One-Career Assistant Faculties” to provide immediate guidance and consultation to students of all the departments. There are 38 vocational and auxiliary faculties containing 723 person-time leadership for students, 64 sessions of diversified professional and supplemental courses, and 2,342 person-time guidance for students to enhance their career knowledge.
2. Mobile Learning and Independent Excellence
(1) 2019 “Accompanying with Tai-yang for a long time, bring Love into Aka” Summer International Volunteer Service study group, the department of applied philosophy, CEO, Jing-li Hong guides 11 cross-major students to the Aka village, Jesus village, and La-ba village 11 cross-major students led by the CEO Jing-li Hong of the applied philosophy the department. (3) To systematically prepare the Japanese Language Proficiency Test (JLPT), the self-developed learning community of students from the department of applied Japanese and the sophomore advanced Japanese course in the department of applied Japanese complement each other. Through the course guidance and practice, the university will have a deeper understanding of Japanese. Totally, 12 students have passed N3 JLPT.
3. Energize Faculty Resources Structure and Motivation Ability
In 2019, CJCU has recruited 7 faculties with advanced teaching and nursing expertise in various fields. At the same time, 13 new full-time faculties have been hired to increase the strength of the teaching team and optimize the teaching structure of the school. Besides, to enhance the energy of production-learning cooperation among faculties, CJCU conducts the "Opening the door of industrial-academic cooperation Starting from artificial intelligence" to share experiences in the field of industry-academic cooperation, to encourage and enhance the energy of industry-academic collaboration among the faculties in CJCU.
To make the faculties’ evaluation system of CJCU perfect and effectively enhance the development momentum of faculties, regular host meetings on improving the faculties’ evaluation system a. 4. Sprout Faculty Teaching and Learning Development
According to the professional development of each college, to conduct the faculty enhancement studies and workshops, subsidize the faculty teaching innovation, teaching practice research and the faculty professional development community, to provide the faculty with enough knowledge and ability, develop student-centered teaching mode suitable for their majors, and promote faculties’ cross-domain experience sharing and cooperation in teaching. To ensure the teaching quality, planning the faculty to accept teaching quality examination, course evaluation, tutoring measures, and tutoring tracking, will improve students' learning effectiveness. Through teaching assistants enhancement to assist faculties in preparing lessons; guide students to discuss and implement, guide remedial, and extend learning to deepen. Moreover, after teaching assistants’ guidance, their assignments’ improvement rate has increased from 85.75 %( 2016 academic years) to 94.64 % (2018 academic years).
Finally, to encourage faculties' enthusiasm for cultivating students and to select and reward higher-quality faculties. In the 2018 academic year, 1 outstanding faculty, 2 excellent faculties, and 23 good faculties were selected from the previous academic year. Those higher-quality faculties share teaching experiences with other faculties; therefore, to practice CJCU’s teaching orientation and to cultivate excellent talents for social responsibility.
5. Academic Research Value-added
Industry-Academia Cooperation Center establishes a communication system to enhance CJCU’s research recourse integration. The faculties facilitating cross-disciplinary research experiences is applied to industrial operations teaching. Subsidize faculties to participate in international seminars, and international cooperation models to connect with global, let faculties and students have foreign exchange opportunities , to enhance their research energies and global influence.
In the past two years, CJCU has approved 16 college student program submit journals or seminars, accounting 25.4% in total. In 2018, two students from the College Student Program of the Ministry of Science and Technology were awarded the title of "Junior College Student Research-Creation Award."
6. Innovative Information Technology Application.
(1) Smart medicine is the mainstream at present. The cross-disciplinary course “Programming and Application of smart Care” is offered by the department of nursing and School of Information and Design. The course is taught by Chi-Mei Hospital’s supervisor and faculties, mainly for first-year nursing students.
(2) “Augmented Reality” and “Virtual Reality” are widely used and integrated into curriculum design in recent years. Providing students with diverse and highly interactive learning materials and environments. Hence, to improve faculties' abilities for design multimedia teaching materials and conduct relevant workshop activities, including building 3D models with panoramic images, 2D images, and flat plates, etc. Cultivating faculties without design expertise to be necessary for 3D model making, to serve as the basis for augmented reality or virtual reality textbooks development in the future.
Dimension Two: The Higher Education Commonality[Institutional Research PDCA Feedback Plan and Practice Social Responsibility Plan]
1. Carefree Learning Dreams Come True
CJCU provides the subsidies and scholarships applications; at the same time, to conduct several themed courses, such as employability lecture, promotion lecture, information workshop and plastic, and environmental reduction manual class, etc. let students can self-advanced studies during an extracurricular time so that promote further competitiveness.

3. University Operation Quality Improvement
Each teaching unit under specific department educational purposes, grasping talents’ abilities and indicators in the workplace, inviting, employers, and alumni to participate in departmental meetings for provides suggestions of talent cultivate suggestions. In the meantime, actively participate in the evaluation affairs, invite the third parties to undertake external evaluation objectively, to achieve self-examination teaching effectiveness.
4.Stakeholder Communication Mechanism Completion
CJCU’s Campus Sustainability Report in 2016, 2018, and 2019 has won the silver award and gold Awards from TCSA in all three years. In the future, CJCU will continue to disclose information about finance, education, research, environment, and society to the outsider, and establish more diversified channels for active communication with interactive stakeholders.
Dimension Three: University Features [Implement Industry-Academic Cooperation Plan and Promote Global Participation Plan]
1.Industrial Practice Immersive Course
The department of Health Psychology’s professor Si-Fan Chen teaches business psychology project and explore the business psychology industry’s current situation analysis. Leading students to develop special research reports that can improve or solve problems in a specific way by observation/solution. Throughout CJCU’s announced performance to selection 16 outstanding works. Besides, encourage students to the domestic professional academic seminar, 8 students admitted, accounting for 50%.
2. Industrial Talent Cultivation
(1) Innovation Incubation Center handles a series of innovation and entrepreneurship activities every year. Using professional courses, an entrepreneurship competition, and MOE’s entrepreneurship plan guidance, etc. It provides students who want to start their own business on campus For students who want to start a business on campus, Through a sound pipeline and system, gradually accumulate entrepreneurial energy to help the entrepreneurship success rate.
(2) To help Tainan local characteristics development, CJCU’s Innovation Incubation Center - Tainan Youth New Camp entrepreneurial base BIG O2 conducts young entrepreneurs in series activities. Through the activities interactions, integrating youth creators and local relevant youth innovation/development units, strengthen the development center and youth entrepreneurship connections, and open up further substantial cooperation opportunities. Excepting that, youths will open up more possibilities- creativity, enthusiasm, and actions for local development.
3. Strengthen International Exchanges Between Faculties and Students
(1) To deepen the sister schools' cooperative relationship and seek modes that are more cooperative, CJCU’s faculties visit sister schools or invite senior leaders in person. It believed that, through field visitation, cultural differences mutual understanding, and University affairs governance policies. Throughout the face-to-face discussion, it will be more useful to facilitate the academic exchange in both. In February 2019, the department of nursing’s faculties on behalf of the University signed MOU with St. Paul University Iloilo and discussed the specific cooperation plan in both. In addition to this, president Yung-Lung Lee, International and Cross-strait Cooperation Section’s supervisor Hui-Qi Qiu, and director of Southeast Asian Programs Wen-Bin Su, on behalf of the University, entered into a Southeast Asian Immersion Program MOA contract with the Trinity University of Asia. Increasing exchange opportunities for 27 students in the Philippines.
(2) Southeast Asian Programs-“Chinese/Taiwanese in Local Adaptation and Development”:
In this year, students went to Vietnam and Thailand for two times on winter vacation and summer vacation. The trip focused on humanistic interview and exchange as well as identity issues. Students collected information, visited local consultants during the journey, and made video and copy-writing projects after returning. Deepening the specific local issues understanding also accumulates the program’s teaching and learning assets; from which students build cross-cultural adaptation, international mobility, and problem-solving skills.
(3) School of Information and Design-“2019 Short-term Exchange with UHK University of Czech republic”: By moving to different places for learning, students can fully experience the local life and learn professional courses in different learning environments. To inspire students' abilities and confidence in learning foreign languages. Then, holding an oversea student learning achievement performance after returning. (4) The department of Health Care Administration-“Japanese Medical Related Industry Academic Institutions Study”: By overseas research courses, graduating students gain practical experience beyond the professional knowledge in academic field books, cultivating students' self-learning attitude and enhancing their observations for the further international medical industry trend.
4. Improve the International Friendly Campus
2019 CJCU 6th Global Cultural Exchange Summer Camp. This activity lasts for 5 days from August 19 to 23, with about 80 participants from 10 countries, including Taiwan, Malaysia, Indonesia, India, Japan, South Korea, Philippines, Vietnam, Thailand, and Poland. By cultural exchange and dynamic courses, different countries’ students would profoundly understand Taiwan’s diverse development and Tainan's various urban features. In addition to introducing them to Taiwan, curriculum design helps Taiwanese students communicate with students from sister schools’ students. People could naturally communicate with people from different cultures during the camp, make friends with people from all over the world, and believe that it will bring them different worldviews.
5. Establish International Resource Sharing
(1) CJCU initiated Unmanned Aerial Vehicle (UAV) application program cultivates relevant talents to support the industrial development; The UAV center develops the UAV industry application technology and professional operator examination course, which makes CJCU takes a leading position in the domestic UAV field. In the future, it will plan to transfer UAV characteristic courses to the global market and implement global resource sharing. One of the UAV Application program’s faculty leads two students who have completed relevant courses to go to hold THE UAV STEM course teaching in Universiti Malaysia Sarawak. To implement international resource sharing.
(2) ISE Talk is a continuation of local initiatives of social enterprise discussion and profoundly discusses on social enterprises and local initiatives sustainable development. In order to realize international social enterprise development deeper, the forum invited Dr. Syed Shah Alam, associate professor of Business School, National University of Malaysia, to share social enterprises’ development in Southeast Asia. More than 500 participants from both inside and outside of the university and internationally.
CJCU’s International Social Enterprise Forum has been running for the fifth year. The first three years have focused on local social enterprise links. Since 2017, international personages from Japan, Bangladesh, and other countries. This year, international participants from India, Malaysia, and other countries attach great importance to social enterprise and sustainable development involved in the forum. The number of participants also increased year by year. It reflects CJCU’s ISE Talk gradually expand international visibility, is also the affirmation of CJCU's status as an international social enterprise.
Dimension Four: Social Responsibility [Practice Social Responsibility Plan]
1.Care for Disadvantaged Groups
Experience the three fields of Morakot.
i. Bora Field is staffed the departments of Tourism and Catering and International Business’s faculties and students. With Bora web site building, travel planning, marketing, and social enterprise operation planning. Practice Bora area idea with local organizations, and let people create community together with nature.
ii. Lao-Nong field belongs to the department of applied philosophy introduces social issues into its teaching innovation, so that students can manifest the social responsibility spirit of “stepping out of the traditional classroom and into the remote community, caring for the disadvantaged in society and attaching importance to resource issues.”
iii. The small Village project focuses on “Small Rural Community Volunteer Partners” local culture and demands understanding. Developing “Action Broadcast Vehicle” concept and planning to record native lives and stories by oral dictation from elders.
(2) The AGE-long Chi program.
i. The “In-Home Care Visit” mainly aims at assessing the physical, psychological, social function, and home environment of the elderly living alone or with their spouses. Inter-departmental group visits each elderly family three times every other week, 22 households are visited.
ii. “Advanced Age Health Promotion” mainly targets the elderly who can move, such as drug safety, insomnia, disaster preparedness, and physical fitness. 18 health promotion activities are conducted.
iii “Community Mutual Assistance for the Elderly” is divided into two parts. Part one is to conduct action lectures for residents. Through the lectures, it is expected that native resources and cares demand integration for helping the community build an appropriate care model. The other part is to conduct simulated elderly experience activities for local teenagers. It is expected that through the activities, to establish the elderly recognition and to participate in voluntary service activities in the community automatically in the future.
iv. In addition to inviting elders to the campus for a one-day college student experience, we also organized “One-Day High-Speed Rail Dream Realization Activity” with Taiwan High-speed Rail Co., LTD., Long-Qi District Office, and Long-Qi Sustainable Development Association. Taking the elder to visit Office of the President and Chiang Kai-shek Memorial Hall for a flash mob, and look forward to more units will continue to pay attention to rural areas’ elders in the future.
2. Ecological Justice
(1) CJCU has been participating in this program for 13 years since it was launched in 2007. Through the Water Environment Initiative, we have known Dr. Jane Goodall and have established International Jane Goodall's Roots & Shoots Eco-Center and International program for sustainable development. At present, two sessions of international students from eight different countries have been enrolled. This year has entered the third enrollment stage. Except that they will bring their experience about river conservation back to their countries and share the spirit of Dr. Jane Goodall's Roots and shoots after they finish studies so that water conservation can continue to grow and flourish. Taiwan can be seen all over the world.
(2) CJCU held “Walking with You in Ten Miles- Roots & Shoots River Study” to echo “World Environment Day”, All the students who attended the puberty rite clear garbage, such as cigarette butts, plastic bags, glass bottles, and tin cans along the river and community, taking practical actions to maintain the environment and ecology.
3. Common Good with the Community
(1) In 2019, Innovation Incubation Center started its local business matter. Taking the Garden Waterway Museum on the Hill as the promotion base. Conducting educational curriculum development, industrial transformation learning, community public participation, to assists the activating community environment in the hill area. CCU's College of Health Sciences develops the mosquito repellent liquid.
Mr. Yu-Lun Su, director of Innovation Incubation Center, carried out image design and developed the first joint product- CJCU and the Watercourse Museum-the the opening limit mosquito repellent liquid, as a platform for the cooperation between CJCU and the mountain area to accompany the local development.
(2) Innovation Incubation Center organizes “A Design for Tomorrow” workshop, which focus on climate and environmental change issues, such as ecological sustainability, energy cycle, health (including the organic food chain), low carbon, air pollution, heat, and water. CJCU specially invites CEO of 5% Design Action Social Design platform, Zhen-Fu Yang immerses design thinking model with English teaching to make a sustainable environmental plan for each group through field visits and problem inventory.
(3) ISE Talk focuses on the issue of social enterprise initiatives in the local area, Inviting 18 social enterprises to sign MOU and claiming to promote social enterprises' sustainable development. Set up a social enterprise market with the off-site.
