A: Execute teaching innovation and improve teaching quality

   1,376 students participated in the career experience meetings, which were conducted from 25 alumni of NCUE, in 2019

   Performance rate in UCAN test (University Career and Competency Assessment Network) approached to 100% for more than 4 years.

  According to the results of the graduates tracking survey in 2019, the answering rate of graduating within 1 year, 3 years, and 5 years were 77.33%, 66.38%, and 62.63%, respectively.

   9 project and practical development course based on CDIO theory were offered by NCUE’s teachers in 2019.

   Hold various project and achievement exhibition in departments of NCUE including 57 academic articles published in international journal, 145 patents received from Taiwan, 3 static- and 3 dynamic exhibitions held in NCUE and Taiwan, and 1 cycling around Taiwan traveling.

    NCUE’s teachers offered 22 enrichment and 5 license courses for 849 students in 2019.

    NCUE’s teachers offered 36 multi-learning courses for 1,038 students in 2019.

    265 professional licenses were received by NCUE’s students in 2019.

    NCUE’s teachers offered 4 classes relative to Inspiring and Achieving Vision for 245 students in 2019.

    NCUE’s teachers offered 3 classes relative to Innovation, Creativity and Entrepreneurship for 325 students in 2019.

     NCUE’s teachers offered 7 classes relative to Maker Micro Credits for 138 students in 2019.

     NCUE held 34 Information Technology workshops in 2019.

     NCUE established 8 groups of Teacher Professional Learning Community in school-level unit and 7 groups of Teacher Professional Learning Community for department-level unit.

     NCUE held 43 Teaching/Learning workshops and established 7 groups of learning communities for 28 teaching assistants in 2019.

     NCUE hired 9 excellent sports teaching assistants in 2019.

     Industrial experts offered 102 courses and participated in collaborative teaching in 2019.

Improve students’ learning outcome.

    According to the results in pre- and post-test of TOEIC in 2017 (language proficiency assessment), the total scores in pre-test and post-test of TOEIC did not find statistically significant differences. However, the average score of the post-test in reading part was improved. The overall progress percentage was 49.5%, and the regression percentage was 48.09%.

  According to the results in implementation effectiveness of prioritizing TA system (high-risk learning group assessment), the failure rate was reduced 31.62% and 38.1% in first and second semester of 2017, respectively, indicating that prioritizing TA system really was beneficial to reduce the failure rate.

 Train up students' key ability

    NCUE provided multi-learning course to create a diverse, flexible and cross-field learning environment and course selection mechanism. Students can select courses according to their interests to improve cross-field professional knowledge, increase employment opportunities in the workplace, and develop self-directed learning.  NCUE’s teachers offered 35 and 36 multi-learning course for 1,187 and 1,038 students in 2018 and 2019, respectively.

   NCUE provided Computer programming courses to develop students’ programming ability and improve their logical thinking and problem solving skills. NCUE’s teachers offered 25 Computer programming courses for 2,523 students in 2019. Almost 51.24% students in NCUE had been participated in Computer programming courses.

Enhance teaching support system

     NCUE established 15 Teacher Professional Learning Community of school- and department-level unit in 2018 and 2019, respectively.

    NCUE developed excellent sport teaching assistants. They are National level athletes, who can help NCUE’s students to understand how to response and use of their own advantages in sports learning or participating in sports events. We had developed 10 and 9 excellent sport teaching assistants in 2018 and 2019, respectively.

B: Develop the key features of NCUE

   NCUE developed curriculums relative to character education and ethical competence topics including Philosophy of Education, Life Education, and Issues on Education for 9 classes.

   In 2019, 133 volunteer students in Baisha summer school program and Schweitzer program were trained up, which assisted underprivileged students in remote districts for remedial learning after regular school program.

    In 2019, 296 students participated in the competitions and verifications of teaching methods and materials as well as education professional development in excellent-teacher academy.

   In 2019, NCUE offered 3 courses including Practice and Service Learning, Teaching Professional Practice and Cross-Disciplinary Teaching Application and Implementation, which were beneficial for the high school teachers acquiring the teaching experience.

    In 2019, NCUE offered 5 courses of Educational Media & Its Operation (Instructional media & Application).  Pre-service teachers in NCUE received instant responses and suggestions from subject teachers, excellent-senior high school teachers and peers via a virtual reality system.

     In 2019, 387 excellent journal- and senior-high school teachers hired by NCUE provided tutorials and practice counseling in a half-year education internship program.

     In 2019, 32.36% teacher training courses were integrated into the teaching innovation or inquiry and practice capability.

     In 2019, 228 students participated in the inquiry and practicality workshop.

     In 2019, there are three collaborate companies providing 9 quotas for industry-academia financed students. Two students in NCUE fully were funded via the collaborating companies.

     In 2019, NCUE supported 17 project teams to cooperate with collaborate companies to solve industrial problems, which expected to decrease skills and educational mismatch.

     In 2019, 122 teams in NCUE participated in the competitions of Industry-academia Innovation Practice Competition, which topics included green technology, machinery and automation, information and electronics.

     In 2019, NCUE supported students to establish one entrepreneurship community, such as “NCUE Creation”.(https://www.facebook.com/ncuentrepeneur/)

     In 2019, NCUE provided the services of 72 cooperation project applications to reduce teacher’s loading in the administration document.

     NCUE supported teachers to establish inter-professional collaborative groups for the government-industry-university-institute projects. In 2019, six inter-professional collaborative groups in NCUE received 10 government-       industry-university-institute projects.

      In 2019, 34 teachers in NCUE received Outstanding Teacher Awards (teaching, research, service, general education) and Excellence Mentor Awards.

     NCUE encouraged teachers to apply the MOST’s projects. In 2019, NCUE’s teacher applied 256 projects. According to the regulations, 23 teachers received allowances from NCUE in 2019, then 36 projects were applied from   MOST.

       In 2019, a total of 217 SCI(E), SSCI, A&HCI papers had been published. Moreover, NCUE provided allowances to support 34 teachers or Ph.D. students for international symposia.

       In 2019, NCUE supported 12 international scholars to attend the international conference in NCUE and 4 professional international workshop to be held by NCUE.

       NCUE had cooperated with New Era University College(MY) in Master’s Program and Teacher Education Diploma Program in Malaysia.

   NCUE collaborated with Department of Psychology, University of Nevada, Reno. In 2019, NCUE offered 4 courses in Board Certified sequence courses from Behavior Analyst Certification Board including Principles of   Behavior, Behavioral and Systems Assessment, Ethics and Professional Issues, and Research Methods in Applied Behavior Analysis.

     In 2019, NCUE supported 37 students to go overseas internships in Japan, Malaysia, Russia, etc.

     In 2019, NCUE held 18 exhibitions and activities of international cultural exchange.

     In 2019, NCUE held on 2 international camps of Chinese culture, which 21 international students were participated. Moreover, NCUE offered 18 courses relative to Chinese learning and Chinese culture.

     In 2019, NCUE attended 8 study abroad fairs and annual EAIE conferences which expected to promotes the overseas students’ study intention in NCUE.

     Promote the educational practice and school service in remote rural area: NCUE had been trained 105 and 133 volunteer students in 2018 and 2019, respectively, to assist 5 school management and course materials. We estimated approximately 350 underprivileged students in remote rural areas to receive help. We expected to promote the learning outcome by integrating the service-learning process and experiential learning reflection.

     Establishing education practice, education internship and teaching support system: Excellent journal- and senior-high school teachers hired by NCUE provided tutorials and practice counseling in a half-year education internship   program. 425 and 381 pre-teachers and teachers in high school participated in this activity in 2018 and 2019, respectively. Excellent journal- and senior-high school teachers offered 2 classes relative to Practice and Service   Learning in Secondary Education in 2018 and Teaching professional practice as well as Cross-disciplinary teaching application and implementation in 2019. We believed these courses are useful for the high school teachers   acquiring the teaching experience.

    Teaching cognition of 12-year Basic Education: NCUE’s teacher offered 2 and 5 courses in 2018 and 2019, respectively, to promote the ability of research, practice and interdisciplinary learning. 18.33% and 32.36% teacher   training courses were integrated into the teaching innovation or inquiry and practice capability in 2018 and 2019, respectively.

     The industrial issues were solved by academia: NCUE supported 19 and 17 teams in 2018 and 2019, respectively, to cooperate with collaborate companies. We expected that students can reduce skills and educational mismatch   through solving industrial issues.

     Industry-academia financed students: Enactment the regulations, in addition, NCUE is in contract with cooperative enterprises and application guidelines. Four collaborate companies provided 11 quotas for industry-academia   financed students. There are 2 students of the Department of Electrical Engineering and Department of Industrial Education and Technology in NCUE receiving fully funding support via the collaborating companies.

     International Exchange: Strengthen alliance's distinctive feature, International competitive advantage.

     NCUE provided overseas master degree program: NCUE has cooperated with New Era University College(MY) in Master’s Program and Teacher Education Diploma Program in Malaysia.

     In 2019, NCUE cooperated with Department of Psychology, University of Nevada, Reno and provided 4 courses in Behavior Analyst Certification Board including Principles of Behavior, Behavioral and Systems Assessment,   Ethics and Professional Issues, and Research Methods in Applied Behavior Analysis.

C: Elevate the publicity of the higher education

       NCUE provided 4.1 million and 3.0 million NTD financial support for economic weakness students in 2018 and 2019, respectively.

       NCUE provided 12 admission opportunities in NCIE for economic weakness students in 2018.

       NCUE provided 22 multiple dimensions of assistances and counseling from general, psychological, academics and career fields. There are 2,222 and 2,701 students receiving help in 2018 and 2019 respectively.

       NCUE provided a new academic affair website system in 2018. Academic reports for domestic and external affairs are periodically reported.

       NCUE has set up a database system in order to integrate student’s learning e-portfolio.

       NCUE strengthened the individual counseling platform by using administration management system in 2019 to collect and compile learning e-portfolio.

       NCUE has established sustainable student special funding and all dimensional counseling systems to provide comprehensive supports for economic weakness student. Periodically sharing project progress report to demonstrate student’s learning achievement in different fields. Total 7.1 million NTD of special funding has been raised in 2018 and 2019. “Eagle Development” project was initiated in 2019 and 12 economic weakness students were accepted for support. The project also includes the counseling system with 4 dimensions/22 items of counseling supports and total 4,923 students were beneficial from it. Performance rate in UCAN test (University Career and Competency Assessment Network) approached to 100% for more than 4 years and graduated follow up survey was approached to be 66%.

     3 million NTD for student special funding was established in 2019.

     “Eagle Development” project supported 3 dimensions/14 for economic weakness student. 12 economic weakness students were accepted for support.

     Activities were held in 2019 to help economic/cultural weakness students increasing the admission acceptance rate.

     Five sessions with 3 different topics of discovery camps were held. 58 economic/cultural weakness students attended from three departments and 29 general/vocational high schools.

     Expand domestic counseling system to general/vocational high school. Total 12 schools were visited by 7 departments of NCUE.

   Lighthouse Guide” counseling personnel integrated in refresher courses to enhance the ability of counseling interview. There were 17 students contacting with “Lighthouse Guide” and they were successfully transferred to appropriate supporting team/group such as Counseling Center (7 students), Teaching Excellence Center (2), Office of Student Affair (1), Public Affair and Career Development Center (7).

     Learning advices were given to 17 students with special education demand based on learning progress in 2019.

    “Eagle Development” project also provided financial support by attending learning session instead of part time job for study. There were 19 supporting items setup and 2,701 students were beneficial from the project. (60% of academic counseling, 20% of psychological counseling, 16% general counseling and 4% od career counseling)

     Fifteen career development and discovery workshops and/or speeches were held to improve the competitiveness of students.

    New Academic Affair System has been set up in 2018. The new website was user-friendly with responsive wed design, supports multiple visitors editing/posting information and with built-in search engine. Up to date, 1,776 visitors has reviewed the website with 89.7% of first time and 12.1% of second (or more) time visitors. Eight information were shared publicly, including academic affair database raw data, graduate follow up survey, campus fund budget/balanced budget reports.

     Design and establish database system and all e-data can be integrated/compiled into the system in order to effectively collect e-portfolio of students. UP to date, 2.5 million data have been compiled in

     Five competency development and promoting courses were provided to strengthen the career knowledge and ability of currently on-the job personnel.


D, Undertake the university social responsibility

   In 2019, NCUE offered 28 classes relative to Enlightening and Practicing of Careerlife, 4 classes relative to Inspiring and Achieving Vision, and 8 classes relative to USR of Microcredit Courses in Diversified Learning.

   In 2019, NCUE established a USR group of Teacher Professional Learning Community in school-level unit. This USR group held two seminars on Teacher Empowerment and conducted 3 workshops in our Model Community.

  The USR professional courses in 2019 are including 6 courses relative to Environmental Topics by Environmental Education Center and the Department of Biology, 17 courses relative to Business Management by College of Management, 2 courses relative to Local Agricultural Innovation Issues by Department of Geography, and 2 courses relative to Smart Green Energy by College of Engineering

   Changhua University’s Think Tank group in cooperation with 4 local service teams (Changhua Local Consulting Service Team, Sustainable Environment Professional Service Team, Industry Sustainable Operation Care Team, and Green Energy Professional Consulting Service Team) conducted a total of 25 hours of consultation services and held 11 workshops about Green Cars and Renewable Energy Vehicles. In addition, 14 seed-teachers and volunteers were trained and then a seminar on Smart Green Energy was held. These series of trainings were conducted in 6 counties in Changhua.

   In order to encourage teachers to take full advantage of their professional expertise, NCUE offered different measures for teacher improvement such as active participation in community service and social work. Through this, teachers can earn credits in both the Teacher Performance Evaluation and the Outstanding Service Teacher Award. NCUE conducted a flexible scoring assessment to evaluate Teachers’ credits in the multi-promotion system.

    NCUE Offered interdisciplinary programs by cooperation of different departments, fields and universities to cultivate local talents. These programs helped students to learn interdisciplinary knowledge, to strengthen professional skills and to solve social issues.

  Being medium of government-industry-university-institute, we supported to establish a think tank and human resource platform for four aspects, i.e. Humane Care, Environment Protection, Local Industry and Green Energy. Professional consultation team has been formed to help solve local issues.

    In 2018-2019, our Think Tank group, in cooperation with a Professional Service Team, had accomplished several projects in 8 counties that included 49 hours of consultation services, 25 workshops on Green Cars and Renewable Energy Vehicles, and a Science Camp about Green Energy. We also trained a total 26 seed-teachers and volunteers. In addition, we held 3 seminars on Smart Green Energy. Through this initiative, we were able to form a close bond with the local community. Together, we will form new projects for the coming semester.
