Dimension 1: Enhancing Teaching Innovation
1. Strengthening information literacy and enhancing self-directed learning outcomes
(1) NTPU actively encourages students to present course outcomes at international conferences and competitions. In 2025, students showcased practical programming applications by presenting research findings at “UHIMA 2025 & TLCMA 2025”; (2) Student pre- and post-UCAN assessments showed a significant average improvement of 0.37 points in “Information Technology Application,” indicating tangible outcomes from information education initiatives; (3) NTPU’s self-developed MOOCs, “Business Research Methods,” was cataloged by the UK-based SAGE Publisher, profoundly deepening the institution's international educational standing; (4) In 2025, four colleges collectively offered 21 digital self-directed learning courses, with enrollment increasing by 116% compared to the previous year, demonstrating the gradual expansion of digital self-learning capacity.
2. Expanding Cross-Domain Connections and Bolstering Curriculum Integrative Innovation
(1) The number of students completing cross-domain programs increased to 1,132 in 2025, with participation rates rising by 3.37% compared to the previous year, indicating a significant enhancement in students' awareness and initiative for cross-domain learning; (2) In the 2025 academic year, faculty delivered 333 courses (10.28%) through cross-disciplinary or cross-departmental collaboration. Colleges introduced four new signature courses aligned with core expertise and societal needs, signaling a shift from dispersed to integrated curricula; (3) General education courses like “Python Generative AI Implementation” and “Thinking Revolution in the AI Era” enhanced students' foundational cross-disciplinary competencies; (4) We enhanced Chinese language instruction for international students through pre-test placement and added 11 advanced Chinese courses and continued promotion of AI application and creative thinking by expanding the AI Innovation Application Competition, with participant numbers increasing by approximately 147% and team entries growing by about 156% compared to the previous year.
3. Broadening International Perspectives and Consolidating Teaching and Collaboration in English Medium Instruction
(1) NTPU achieved significant results in promoting EMI courses. In the 114th academic year, 129 faculty members offered 362 courses. The course enrollment rate for sophomore undergraduates and first-year master's students reached 51%. Among sophomores, 24.3% attained English proficiency at the B2 level or above; (2) International exchanges thrived, with outbound and inbound exchange students increasing by 7.23% and 12.5%, respectively. NTPU partnered for the first time with the EU's Erasmus+ KA171 program, inviting four EU scholars to teach 10 courses, advancing localized internationalization; (3) Thirteen full-time foreign faculty members were recruited, and the “International Research Collaboration Faculty Platform” was established to strengthen global academic networks and research capabilities.

Dimension 2: Fulfilling Social Responsibility
1. Resources integration by the university-level Sustainability Office
NTPU's university-level Office of Sustainability has consolidated resources to cultivate one Seed Project, one Germination Project, and two Sprout Research Projects, facilitating partnerships with local governments and delivering community services.
2. Sustainability curricula promotion and talent development
For curriculum and talent development, NTPU subsidized “Sustainability and University Social Responsibility Social Participation Practice Courses.” In the second semester of the 2024/25 academic year, 18 courses were approved, and in the first semester of the 2025/26 academic year, 15 courses were approved. The cumulative number of students completing social participation courses reached 1,024. Participation by faculty and students on campus in 2025 increased by 38.19% compared to 2024. Additionally, six pilot research projects on sustainable development topics and two faculty teaching communities were funded through sub-program grants.
3. Establishing exemplary practices in University Social Responsibility (USR)
In 2025, we successfully established partnerships among industry, government, and academia involving 43 local collaborators, which promoted resource integration and knowledge sharing.
4. Demonstrating outstanding leadership in advancing sustainability initiatives
In 2025, NTPU received three prestigious honors: the “Taiwan Sustainable Model University,” the “Sustainability Education Leadership Award,” and the “Sustainability Report Platinum Level.” These accolades demonstrate outstanding achievements and leadership in advancing campus sustainability, laying a solid foundation for further strengthening the University Social Responsibility (USR) program and institutional development strategies.
Dimension 3: Industry-Academia Collaboration
1. Research Capacity Reinforcement and Refinement
(1) National Science Council Undergraduate Research Program, Research and Creation Awards: In 2025, three students received awards, marking a 50% increase from 2024. This demonstrates our students' increasingly outstanding performance in research and creation, with continuous enhancement in research capacities. (2) Student Research Assistant Subsidies: 84 students received subsidies in 2025, a 5% increase from 2024. The program supports student participation in faculty research projects, cultivating professional skills while integrating academic and career planning. It also bolsters faculty research capacity, thereby enhancing NTPU's overall research strength and capabilities. (3) Introduction of Scopus AI: To meet research demands in the AI era, NTPU implemented the Scopus AI system by the end of 2024. By integrating generative AI technology with multidisciplinary literature databases, this system enables faculty and students to conduct systematic literature reviews, deepen their understanding of research topics, and explore emerging research areas. With cumulative usage reaching 2,604 instances, the system has demonstrated significant benefits in supporting research, enhancing both research efficiency and the quality of academic outcomes.
2. Elevating Industry-Academia Think Tank Capabilities
(1) NTPU's industry-academia collaboration outcomes have shown consistent annual growth: 54 projects were completed from January to October 2025, representing a year-on-year increase of approximately 20% during the same period, indicating a sustained upward trend. This achievement demonstrates faculty members' proactive engagement with enterprises, fostering mutual development between the university and industry, with results that surpassed those of previous years. (2) Strengthening international exhibition experience transfer and technology promotion benefits: In 2025, NTPU participated in the “iENA 2025 International Invention Exhibition” in Nuremberg, Germany. Distinguished Professor Lin Bo-Xing won a Gold Medal and Innovation Award for his “Method for Establishing a Seated Posture Recognition Model and Seated Posture Recognition System”; Professor Wu Hsin-Lung received the Thailand Special Award for “Deep Learning-Based Automated Video Content Editing.” These achievements continue to elevate NTPU's international technological visibility and enhance the benefits of industry-academia collaboration. (3) Institutionalizing industry-academia collaboration capacity: In 2025, we hosted one conference showcasing research outcomes from the industry-academia collaboration project with Honghui Minsheng Co., Ltd., organized two cross-university patent matching events, and established the “Innovation Platform for Research Technologies,” an initiative that catalogued distinctive research fields university-wide. The collaboration with private enterprises will further the plan to establish an “Industry-Academia Research and Development Center,” transitioning from event-based promotion to institutionalized operations, thereby enhancing technological demonstration, matching, and practical application.
3. Enhancing Career Competency and Optimizing Entrepreneurship Start-up Base
(1) Formalizing off-campus internships: NTPU established an “Internship Course Document Review Zone” starting in 2025. The university-level Student Internship Committee regularly reviews and refines the effectiveness of the internship system. Through cross-departmental collaboration, it developed off-campus internship regulations (including international student guidelines) and co-created the “International Student Career Growth Handbook” to provide career development guidance and resources for international students. (2) Expanding and consolidating professional internships, innovation/entrepreneurship, and career exploration courses: We promoted diversification in professional internship courses, increasing offerings to 41 courses in 2025 (a 5.13% growth rate). Participation in off-campus internships increased to 570 students (a 9.39% growth rate), reflecting a 0.16% growth rate and indicating steady demand for practical training. Industry-relevant career empowerment courses and lectures increased from 183 to 220 offerings, with enrollment rising from 3,640 to 3,840 participants (5.5% growth), effectively enhancing students' career awareness and initiative. (3) Student teams brought honor to the university: In 2025, the student team “EchoPoint,” guided by our program, participated in the “Erupture 2025 Global Hackathon” and won the Taiwan Grand Champion title in the Asia region. This achievement demonstrated innovative implementation and international competitiveness, highlighting NTPU's success in fostering innovation and entrepreneurship education. (4) Enhancing students' key career competency through diverse career transition support activities: In 2025, 11 career seminars were held, attracting 408 participants. Industry mentors shared their experiences to help students understand career trends and positioning. Additionally, 15 companies from finance/insurance, marketing/planning, and tech/manufacturing sectors were invited to campus for a series of recruitment, internship, and industry trend seminars. Furthermore, diverse club achievement showcases and career empowerment activities provided opportunities for growth. Examples include the Wind Ensemble participating in the Northern Region Finals of the National Student Music Competition and the Department of Public Administration and Policy conducting resume clinics. These real-world platforms enabled students to accumulate professional knowledge and broaden their career planning horizons.
Dimension 4: Promoting Public-Centered Higher Education
1. Learning support mechanism refinement and public-oriented education
(1) We improved enrollment assistance and admission mechanisms to enhance access for economically and culturally disadvantaged students and strengthen admission services to reduce financial burdens for economically disadvantaged students taking entrance exams. NTPU widely publicizes the financial aid mechanisms through diverse enrollment outreach. Following the implementation in 2025, both applications and admissions for economically/culturally disadvantaged students significantly increased compared to pre-implementation (2017), demonstrating that resource allocation has effectively expanded educational opportunities. (2) NTPU designed learning support measures for economically and culturally disadvantaged students to establish a comprehensive assistance system. In 2025, tuition and fee reductions benefited 346 students, financial aid for disadvantaged students reached 109 recipients, and support for new immigrants and second-generation immigrants assisted 118 students. Additionally, learning and career counseling supported 159 students (2.62%), enhancing their academic performance, certification attainment, and career development outcomes. (3) Through fundraising efforts, we also strengthened the support system. Funds allocated to student assistance programs in 2025 increased by 66.97% compared to 2024, providing more comprehensive support for disadvantaged students in academic advancement, enrollment, and career exploration. (4) NTPU strengthened support mechanisms for Indigenous students, assisting in daily life, academic studies, indigenous cultural preservation, and career guidance. In 2025, 30 activities promoting indigenous education were organized to foster a campus environment that respects cultural diversity.
2. Expanding Lifelong Learning
As Northern Taiwan's most prominent national university in terms of continuing education enrollment, our institution offers a vital learning pathway for economically disadvantaged students, promoting social mobility. To align with contemporary trends and develop lifelong education that meets societal needs, NTPU launched specialized AI training programs, AI elite classes, and Southeast Asian language courses. Collaborating with central government agencies, it implements initiatives to cultivate industry talent. Its continuing education enrollment for retired military personnel remains the nation's top choice (with a 100% registration rate), offering lifelong learning opportunities to the public. This establishes an educational academy for adult lifelong learning, demonstrating the university's social impact in promoting education.
3. Establishment of Institutional Research Database and Governance
Through institutional research initiatives, NTPU continuously tracks teaching efficacy and student development outcomes, utilizing data analysis to inform policy and curriculum planning. (1) In teaching, following the implementation of the dual-track system’s “15% guaranteed cross-department course enrollment quota,” the proportion of students taking courses outside their home department remained between 14% and 39% across colleges, close to the 2023 overall rate, with slight increases in some colleges. Course enrollment trends will be continuously monitored to inform policy and curriculum planning. (2) In student development, students participating in career exploration and internships demonstrated superior job-seeking success and salary outcomes compared to non-participants, validating the effectiveness of campus career support measures in enhancing employability. (3) Regarding the admission and student recruitment specialization plan, NTPU’s transfer student quotas decreased from 123 in the 2021 academic year to 73 in the 2024 academic year, a 40.65% reduction. Daytime undergraduate enrollment stability remained at 96% from 2022 to 2024, reflecting a continuous strengthening of admission strategy and learning support mechanisms. (4) For teaching quality monitoring, through collaboration with the Big Data Center, a learning quality assurance mechanism was implemented, conducting surveys and analyses of students' self-reported learning outcomes (AOL). The General Education Center was incorporated for the first time in the 2025 academic year to ensure alignment between courses and core competencies. Concurrently, university-wide course teaching feedback surveys were continued, employing statistical models to correct assessment biases, thereby enhancing teaching quality and assessment reliability. (5) In 2025, NTPU expanded its institutional research database and established a continuous improvement cycle for institutional research. This approach enhances professional governance and fosters institutional distinctiveness.

Special Section—International Administrative Support System
1. Promoting Cross-Level Internationalization Mechanisms and Administrative Collaboration Platforms
NTPU established university-level and college-level internationalization promotion committees, inviting experts from industry, government, and academia to assist in planning and implementation. Through administrative platforms and direct leadership from university executives, cross-departmental international affairs partnerships were established to enhance comprehensive internationalization and administrative efficiency. To date, five cross-departmental internationalization initiatives have been coordinated and refined.
2. Deepening International Collaboration and Dual Degree Programs to Strengthen Global Exchange Initiatives
Through leveraging the “Seed Project for Administrative Innovation in Internationalization” funding mechanism, colleges and departments are mobilized to support internationalization strategies collectively. To date, seven projects have received funding. In addition to advancing website bilingualization, NTPU has endeavored to promote overseas dual-degree programs and cross-institutional exchange partnerships. In 2025, NTPU established foundational agreements for dual-degree collaborations with eight universities in the UK, Japan, and the US. Additionally, over 10 cross-disciplinary lectures and workshops were co-hosted with more than 20 universities or institutions across 12 countries/regions. Faculty members also conducted short-term teaching and exchange activities at six overseas universities in North America, Northeast Asia, and Southeast Asia, further deepening inter-institutional international collaboration.
3. Strengthening Living Support for International Students in Taiwan and Post-Graduation Retention
In 2025, NTPU organized 52 career events, 5 mental health and wellness promotion activities, and 6 orientation and cultural immersion sessions for first-year international students. It provided an average of 12 hours of foreign language counseling services weekly, serving a cumulative total of 1,152 participants, thereby enhancing support for international students in Taiwan.
4. Enhancing Support Mechanisms for International Faculty and Researchers to Strengthen Retention and Cross-Cultural Adaptation
NTPU established an integrated support system, revised and bilingualized faculty regulations, strengthened visa and employment assistance, and organized the “Faculty Lunch and Learn Session” international faculty exchange forum. These efforts improved the recruitment and retention of international faculty while fostering a welcoming campus environment.
