Overall Organizational Operations for University Social Responsibility Implementation
(1) Integration of Centers:
Merged the University Social Responsibility Promotion Center and Teaching Development Center to establish the National Changhua Normal University Social Responsibility and Innovative Teaching Development Center. This center promotes USR-related affairs, leads various social responsibility initiatives, establishes development goals, and reviews and screens USR-related project proposals.
(2) University-level USR Faculty Professional Community:
Facilitates professional knowledge sharing and exchange through meetings, lectures, and workshops. In 2023, conducted 24 faculty empowerment lectures, experience-sharing sessions, and workshops, leading USR community faculty members in field investigations and experience exchanges. Faculty participation in the community has grown from 20 to 35 members.
(3) Operational Structure:

Curriculum Structural Adjustments and Teaching Changes to Promote Social Responsibility Practices in Schools
(1) Rooting and Nurturing University Social Responsibility through General Education Courses: Life Exploration, Development, and Practice Courses. In 2023, 29 classes of Life Exploration, Development, and Practice courses were offered.
(2) Establishment of the "University Social Responsibility Micro-curriculum": Professional courses include: Local Culture, Environmental Issues, Business Management, Teaching Practice, Smart Green Energy, Art Therapy, Community Planning, and related courses and project-based practice.
(3) Curriculum Training Outcomes: Students from the USR team participated in the 2023 Fall semester AI Autonomous Learning Project Competition organized by the General Education Center. Three teams of students from the Artificial Intelligence and Its Applications course were awarded as finalists.

Part C:Connecting with the Industry for Industry-Academia Collaboration
Implementing Comprehensive Curriculum Measures to Cultivate Problem-Solving Abilities
(1) Comprehensive Curriculum Learning to Cultivate Talents Needed by the Industry:
A. National Innovation and Practical Competition: To stimulate students' innovative thinking and practical abilities, the school co-organized the "National University Student Industry-Academia Innovation and Practical Competition" with the Changhua County Industry-Academia Cooperation Association. In 2023, there were 222 teams participating, and 188 works (involving 642 students) advanced to the finals.
B. Strengthening Student Practical Abilities through Project Practice: The school has established the "Guidelines for Encouraging Teachers to Guide Students to Participate in National Science Council Research Projects", and in 2023, 94 applications were submitted, with 49 projects approved, receiving subsidies of over 2.52 million NTD.
C. Off-campus Internship Courses: In 2023, 67 undergraduate students participated in internships (32 from the Department of Industrial Education and Technology, 35 from the Department of Guidance and Counseling), and 105 graduate students (30 from the Graduate Institute of Rehabilitation Counseling, 58 from the Department of Guidance and Counseling, and 17 from the Master's Program in Marriage and Family Therapy), totaling 172 students.
(2) Deepening Industry Cooperation and Talent Cultivation:
A. Interdisciplinary Program Development to Cultivate Specialized Talents: The school has launched interdisciplinary programs such as the Semiconductor Industry Program, the Artificial Intelligence Technology and Application Micro-Program, and the Financial Certification and Practice Program. In the first semester of the 2023 academic year, the "Smart Mechatronics Integration Application Program" was launched with 4 specialized courses and 88 student enrollments.
B. Smart Micro-grid Demonstration System, Integrating Industry-Academia-Research Resources: The school has established a green energy house on the Baoshan campus, which is used for research projects and the promotion of green energy technologies. Relevant courses such as Green Energy Technology and Distribution System Simulation and Analysis have been offered to cultivate talents in green energy and wind power. Additionally, the school is implementing the Ministry of Education's USR project "Changhua Wind and Light, Changhua Brilliance", which integrates green technology-based student projects and social practices to cultivate local care and professional abilities.
C. Promoting Carbon Footprint Auditing and Cultivating Professional Talents: The school has organized the "ISO 14064-1 Greenhouse Gas Auditing Standard Lead Auditor Practical Training" and 29 teachers have passed the certification. In 2023, the school received approval from the Industrial Development Bureau for 28 "Carbon Footprint Audit Value-Added Application Projects", providing guidance to companies on carbon auditing and training their personnel.
(3) Flexible Academic System:
A. Deepening Industry College Cooperation to Cultivate Industry Talents: The school has collaborated with Silicon Precision Industries to launch the "Diversified Cross-Industry Practical Talent Cultivation Program", with 4 mandatory 10-credit courses and 22 students admitted.
B. Industry-Academia Partnership Program to Cultivate Smart Talents: In the 2023 academic year, the College of Science and Technology launched the "Smart Casting and Manufacturing Industry-Academia Partnership Program" and admitted 11 students.
C. Five-year Integrated Program Reducing Tuition Burden: The school's pre-master's students can apply for full credit exemption when they officially become master's students. In 2023, 252 pre-master's students took graduate courses, waiving 2,989,800 NTD in tuition fees.
(4) Student Career Transition Guidance:
A. Career Sharing to Enhance Student Competitiveness: In 2023, the school organized 9 career training lectures with 695 participants. The Department of Fine Arts invited career sharing from Chao-Cheng Creation Investment Strategic Marketing and Taipei Digital Advertising, which received enthusiastic student responses.
B. Recruitment Events to Increase Employment Opportunities: In 2023, the school held 4 recruitment information sessions with 166 participants. The Department of Accounting invited the Big Four accounting firms (Ernst & Young, Deloitte, PwC, KPMG) to campus recruitment, which received active student participation.
C. Company Visits to Expand Practical Perspectives: In 2023, the school organized 7 company visits with 254 participants. The Department of Accounting arranges visits to the Big Four accounting firms and the Taiwan Steel Union every semester, and the Department of Fine Arts organized a visit to Hsing Precision.
Enhancing Research and Development Capabilities, Deepening Industry-Academia Collaboration Mechanisms
(1) In the Stage of Innovative Development and Research: A. Passing on the Torch to Accumulate Research Capabilities: In 2023, 3 faculty members applied for the "Pass the Torch" system, and after guidance from senior faculty, they submitted 3 National Science Council research project applications. B. International Exchange to Enhance Academic Capabilities: Doctoral students are subsidized to attend international conferences, allowing them to engage in academic exchanges with researchers in various professional fields, thereby enhancing their academic capabilities. In 2023, 3 doctoral students were subsidized for 100,000 NTD. C. Cross-Disciplinary Team Collaboration to Secure Integrated Projects: The school encourages faculty to form research teams to apply for the National Science Council's cross-disciplinary integrated research projects. In 2023, 4 research teams were formed, and 4 integrated projects worth 4,601,199 NTD were approved.
(2) In the Stage of Creative Incubation and Industry Guidance: A. Guiding the Park to Promote Industry-Academia Collaboration: In 2023, the school implemented the "Industry Park Industry Guidance and Innovation Project", guiding the Fuxing Bibei Tianchung Industrial Park. 50 companies were visited, and comprehensive recommendations were provided. 21 students participated in industry-academia collaboration or capstone projects. B. Assisting Companies in Applying for Subsidies to Promote Transformation and Upgrade: In 2023, the school helped companies apply for 4 cases of government R&D subsidies, including central or local SBIR, low-carbon and smart upgrade transformation subsidies, and other government projects.
(3) In the Stage of Innovative Research and Sustainable Future: A. Promoting Faculty and Student Entrepreneurship to Drive Industry Innovation: In 2022, the school received the National Science Council's Science Research and Entrepreneurship Project, and in 2023, the spinoff company "Antele Environmental Technology Co., Ltd." was established, with the first technology capital contribution.
Improving Teacher Training Curricula and Providing Diverse Career Paths
(1) Enhancing Teacher Training Curricula:
A. Bilingual Teacher Training Courses: In the second semester of the 2022 academic year, the school's Language Center offered intermediate and upper-intermediate TOEIC listening and reading courses, helping 18 students achieve the CEFR B2 level.
B. Improving Teacher Trainees' Ability to Apply Digital Teaching Technologies: In the first semester of the 2023 academic year, the school added the "Block-based Programming (including Scratch Programming and Application)" course, with 12 students enrolled.
C. Equipping Teacher Trainees with Inquiry-based and Practical Teaching Abilities for 12-year Basic Education: Courses such as "Inquiry-based and Practical Curriculum Design" and "Inquiry and Practical Topics in Natural Science Domains" have been offered, with end-of-term competitions to cultivate professional and practical abilities.
D. Promoting Teacher Professional Development through Learning Communities: The College of Science has established the "STEAM Curriculum Teacher Professional Community" since 2023, integrating faculty from the Colleges of Science, Engineering, Technology, and Liberal Arts to enhance professional development and explore opportunities for interdisciplinary courses.
E. Promoting Science Education to Advance Educational Equity: The College of Science collaborates with the Science Education Center to guide high school students in research and open the laboratories, as well as provide guidance to rural schools, promoting scientific exploration and learning opportunities.
(2) Teacher Trainee Education Internships:
A. Effective Internship Guidance: The school has signed internship contracts with 182 schools, guiding students through the education internship process, and collaborating with the institutions to implement the three-way partnership (school, mentor teacher, and on-campus teacher) to ensure successful internships.
B. Lecture Guidance to Adapt to Internships: The school organizes lectures covering the entire education internship process to help teacher trainees adapt to the educational field.
C. Excellent Internship Guidance Highly Recognized by Employers: In the 2023 academic year, the internship institution satisfaction survey showed that 98% of employers (internship institutions) expressed very high or high satisfaction with the overall work performance of the school's graduates.
(3) Career Guidance for Teacher Trainees:
A. Diverse Exam Preparation Support for Teacher Trainees: Teacher trainee study groups have been organized to prepare for the exams, with 12 groups and 61 participants in the first semester of the 2023 academic year. The Teacher Education Center and 9 departments have also held lectures and mock exams to assist in exam preparation.
B. Empowerment Seminars to Enhance Employability: The school has organized education internship return seminars, sharing topics such as classroom management, inquiry-based and practical curriculum design, bilingual teaching and AI empowerment tools, and experiences in teacher recruitment exams. Starting from 2023, gender equality workshops have been added to strengthen gender equality awareness.
C. Civil Servant Training Program to Support Career Development: In the 2022 academic year, 21 students applied for the "Civil Servant Training Program", which will assist them in preparing for future civil service examinations. Additionally, 2 civil servant lectures were held, with 102 participants.

Part D:The Higher Educatioon Improvement
(1) Empowering through Project Funds - Ensuring Safe Education: Promoting the fundraising concept "One Million Lights, One Thousand Leaders," a total of NT$5 million was raised in 2023.
(2) "Wooden Bridge" Entrance Protection and Increasing Enrollment Opportunities for Economically Disadvantaged Students:
A. Disability Admissions: Maintaining stable spots for disabled students, with 29 spots provided in the 2023 academic year.
B. Indigenous Student Enrollment: Additional spots for Indigenous students each academic year, with 162 spots provided in the 2023 academic year.
C. Indigenous Special Class: 30 spots offered for Indigenous students in the 2023 academic year.
D. Eagle Group Enrollment and Priority Admission: Since the 2018 academic year, certain departments have provided priority admission for economically disadvantaged students through the individual application channel. Starting in the 2019 academic year, the "Eagle Enrollment Group" was established to offer additional spots for disadvantaged students. A total of 29 spots were provided to economically disadvantaged students in the 2023 academic year.
E. Exemption of Application Fees and Subsidy for Transportation and Accommodation: Economically disadvantaged students are offered fee exemptions and subsidies for transportation and accommodation. In the 2023 academic year, about NT$28,000 was provided in subsidies.
F. Caring for Local Communities and Supporting Rural Areas: Through activities such as micro-courses and classroom promotions, 14 classroom promotions, 7 micro-courses, and 9 open houses were held in the 2023 academic year. These efforts successfully brought the university's educational resources and features to local and rural schools, helping to cultivate local talent and support rural students.
(3) Comprehensive Support for the Learning Journey of Disadvantaged Students: The university’s "Eagle Program" provides a comprehensive guidance system that includes support in life, psychology, academics, and career development. Through parent-teacher guidance, the program offers ongoing attention to students' academic needs. In the 2023 academic year, 394 students were supported through subsidies.
(4) Supporting Indigenous Students and Promoting Indigenous Education: The university organizes activities for Indigenous education, including cultural lectures and tribal visits, totaling 12 events. Regular cross-unit meetings are held, and every year, external experts and scholars from Indigenous backgrounds are invited to serve on the Indigenous Advisory Committee

International Specialized Chapter - Internationalization Administrative Support System
International Human Resources and Administrative Resources
(1) Dedicated Mechanism for International Student Services: In 2023, 12 dedicated staff members were appointed to handle administrative affairs for international, foreign-related, and overseas students.
(2) Chinese Language Teaching Support System: Qualified Chinese language teachers were hired to enhance the quality of Chinese language learning for international students.
(3) Training for International Administrative Staff: In 2023, four workshops were held, combining multicultural activities for international students with training for international administrative staff. These activities strengthened the foreign language communication skills and cross-cultural literacy of administrative and counseling personnel.
International Student Learning Support
(1) Chinese Language Course and Learning Support: To cultivate local students’ second specialization in Chinese language teaching, six intercultural lectures and two Chinese language teaching assistant/buddy training courses were held in 2023. Additionally, 24 non-credit Chinese language courses were offered, with subsidies for 75 students to take Chinese language courses and register for the Chinese Proficiency Test, stimulating the learning motivation and exam registration interest of international students.
(2) Academic Administrative Support: In 2023, the Academic Affairs Office appointed staff to serve as dedicated academic consultation points for foreign languages. The office also completed the installation of Google Translate’s multilingual translation tool on the university’s official website, as well as on the webpages of five units: the International Office, Student Affairs Office, Personnel Office, College of Engineering, and College of Science, to support international students' learning.
(3) Professional/General Education Course and Learning Support: The university continues to implement the policy of rewarding teachers for offering full English-language courses to international students. In 2023, 27 teachers were rewarded for teaching 29 courses (38 sections).
(4) Cultural Exchange Activities: In 2023, two full-day cultural experience activities were held, guiding international students to explore local educational and cultural landmarks and industries, promoting understanding and literacy in multiculturalism.
(5) Department/Program Learning Support: In 2023, each department/program selected 30 faculty members to serve as international mentors, providing relevant counseling information for international students. Additionally, 30 international student buddies were recruited to help incoming international students adapt to campus life and resolve academic issues.
Support for Foreign Faculty and Research Personnel
(1) Establishing Appropriate Contact Points and Dedicated Personnel: The Personnel Office will designate a contact point for foreign staff members after they pass the language proficiency test.
(2) Building Foreign Language Interfaces or Dedicated Websites: The university has translated faculty regulations and documents into English and completed the installation of multilingual translation tools on the website.
Supporting International Students for Post-Graduation Employment in Taiwan
(1) Providing Internship and Post-Graduation Employment Information and Guidance: In 2023, two career seminars were held for overseas students, and bilingual (Chinese and English) brochures were provided to explain post-graduation employment measures in Taiwan.
