The university's Higher Education Sprout Plan and "Swallows Soar High" Initiative are designed to cultivate talent in two tracks: industry-specific professionals and high-quality educators. Through four main strategic pillars and 13 sub-projects, the university consistently seeks improvement, innovation, and deep integration. These efforts aim to enhance faculty teaching and research capacities, foster proactive and interactive learning among students, strengthen ties with industries and local communities, and fulfill social responsibilities. This enables students to be well-prepared in academia and careers.

- Enhanced Cross-Disciplinary Learning Environments
Continuous optimization of cross-disciplinary learning environments has increased flexibility and learning opportunities for students. Participation in cross-disciplinary learning rose from 503 in 2020 to 1,076 in 2024, with graduates growing from 60 to 93 during the same period.
- Innovative Teaching and Educator Training
Comprehensive improvements in educator training systems have been achieved by fostering teaching innovations, bilingual and cross-disciplinary learning, and providing guidance for teacher qualification exams and practical skills. The teacher qualification pass rates from 2022 to 2024 were 12.44%, 13.92%, and 19.75% higher than national averages, respectively. A total of 540 educators were successfully recruited in public and private schools during this period.
- Sustainability through Occupational Safety and Environmental Management
In 2023, the university completed a greenhouse gas inventory for 2022, with total emissions amounting to 10,669.34 tons, verified by third-party audits in August 2024. Participation in the Ministry of Education’s occupational safety and health management program led to certification in July 2024, valid until 2026, indicating high standards of occupational safety management.
- Promoting Local Culture and Environmental Education
Support for Shanwei Elementary School created a marine education base that deepened students’ understanding of marine conservation through fishing experiences and ecological courses. Additionally, ecological tourism courses integrating mudstone landscapes and pangolin habitats at Ma Tou Mountain fostered environmental education, teacher training, and local cultural recognition.
- Driving Local Industry Innovation
Leveraging the University Social Responsibility (USR) program and interdisciplinary resources, the university developed products such as "Tianliao Whiskey" and "Natural Banana Powder." These initiatives promoted the recycling of agricultural byproducts, reduced environmental stress, and supported agricultural biotech transformation to achieve rural sustainability and green economic goals.
- Fostering Campus Identity through Mascot Design
A mascot design competition for the university's 70th anniversary created a symbol of campus spirit and unity. The winning designs were developed into cultural merchandise and LINE stickers, showcasing creativity and enhancing campus culture and identity.
- Fair and Accessible Admission Mechanisms
Admission strategies were developed to ensure educational equity and vertical social mobility. Collaborations with high schools supported talent selection and personalized learning paths. Admission rates for economically disadvantaged students increased from 47.78% in 2022 to 78.57% in 2024.
- Student Achievements in Competitions
Practical training and certification programs improved the professional skills of economically disadvantaged students, with a 100% certification pass rate. From 2023 to 2024, 53 certifications were earned, and students participated in workshops on AI applications, computer graphics, and Excel. Students also won numerous awards, including:
- Third place in the "Kilowatt Design Award" for creativity.
- Gold prize in the Times Golden Calf Award for advertising product design.
- Second place in the women's pole vault at the National University Games.
- Gold prize in the Jianhao Cup cultural product design competition.
