The university's Higher Education Sprout Plan and "Swallows Soar High" Initiative focus on dual-track talent cultivation (industry-specific talent and high-quality educators). Through four main pillars and 13 sub-projects, the university continues to improve, deepen, and innovate its practices, aiming to enhance faculty teaching and research capacity, inspire students’ proactive and interactive learning dynamics, strengthen industry and local connections, and fulfill social responsibilities. This enables students to equip themselves comprehensively for their academic and career endeavors.

- Innovative Teaching
- Enhanced Cross-Disciplinary Learning Environments: Upgrades in learning environments increased student participation and achievements. The development of micro-credit programs enhanced course flexibility, attracting more students. Participation in cross-disciplinary learning grew from 503 in 2020 to 1,036 in 2023, with graduates increasing from 42 to 76.
- Integration of SDGs in Courses: In alignment with the UN Sustainable Development Goals (SDGs), specialized courses were introduced, enriching curricula and encouraging faculty and students to contribute their expertise to society. In 2023, three SDG-related courses were offered with a total of 194 participants.
- Comprehensive Optimization of Educator Training: By promoting teaching innovation, lesson observation, bilingual and cross-disciplinary learning, and practical skills enhancement, the educator training system was significantly optimized. The teacher qualification examination pass rates in 2022 and 2023 exceeded the national average by 12.44% and 13.92%, respectively, with 348 graduates successfully recruited as formal and substitute teachers in public and private schools.
- Social Responsibility
- Occupational Safety and Environmental Sustainability: Achieved ISO 14064-1 greenhouse gas inventory verification, completing the 2022 inventory with total emissions of 10,669.34 tons. Emission sources included 17.46% direct, 59.46% indirect, and 23.09% other indirect emissions, mapping the university's carbon footprint comprehensively.
- Age-Friendly and Community-Integrated Learning Environments: Designed sports guidance courses for seniors, enhancing student expertise and promoting community health awareness in Birdsong, Xiaogang, and Luzhu. Courses on career exploration and AI applications improved community digital literacy and health lifestyles, enhancing senior welfare and strengthening community ties.
- Industry-Academia Collaboration
Driving Local Industrial Innovation: Integrated the University Social Responsibility (USR) program with interdisciplinary resources, collaborating with Tianliao Township Office, the Industrial Technology Research Institute, and various companies. This resulted in the development of a uniquely branded "Tianliao Whisky" combining bamboo leaf integration and Moon World’s geographic elements.
- Enhancing Public Access to Higher Education
- Fair and Accessible Admission Mechanisms: Implemented admission strategies ensuring educational equity and social mobility. Partnerships with high schools supported talent selection, with admission rates for economically disadvantaged students rising significantly from 47.78% in 2022 to 70.00% in 2023.
- Showcasing Exceptional Student Potential in Skill Competitions: Practical training and certification guidance enhanced professional skills for economically disadvantaged students, with 42 certifications earned and a 100% pass rate for certifications achieved.
