Innovating Teaching Practices and Improving Teaching Quality
We built a special enrollment mechanism for NCUE students, connected short, medium and long term of learning worth, and formed a learning achievement team. We held group meeting regularly, through school affairs research, and enhanced efficient learning among students.
We effectively analyzed the effectiveness of students' learning ,used big data to conduct “Analysis of Graduate Workplace Competitiveness” of various departments. The department used this analysis report to know the flow of graduates, to adjust the curriculum structure and faculty recruitment of the department, to achieve the effect of unity of learning and application. The school has mastered the characteristics of student from the beginning of their enrollment. Early help students understand the degree of conformity between their professional functions and professional interests and the department they are studying. We assisted students in planning lesson strategies and career development.
Strengthen students' professional and technical ability
We promoted thematic practical subsidy of "Good Teacher Enlightenment, Salary Passing Practice". In the way of mentoring, teachers lead students to make special topics. The subsidy category is extended in addition to the original industry-based problem-solving and academic problem-solving industry-academia cooperation types, in addition, cross-domain integration and competition categories are added. Students were able to apply for subsidies based on the nature of the topic. Implement the operation process by topic, allow students to learn different ways of cooperation according to the type of subsidy. For example, industry-university cooperation can allow students to talk to industry, get close to the industry and use this to understand industry trends and development context. The cross-domain integration class cooperates with students from different departments, stimulate different creative ideas, and combine their own expertise to complete thematic production. Participating students in the competition class aim to win prizes for thematic implementations, in addition to realizing ideas. It also enhanced the centripetal force among peers and cultivate self-confidence.
Develop students' key ability
We engaged in promoting the new compulsory general education courses with awarding teachers in the year of 2021, established "Artificial Intelligence and Its Application", in response to world trends. We cultivated students' insight into the meaning behind big data, effectively enhance one's own value and increase the competitiveness of the workplace through the combination of one's own profession and artificial intelligence.
We promoted the college's interdisciplinary curriculum and the special courses of each college as the core, elective for non-institute students. We improved students’ cross-domain learning opportunities and breadth. It also enhanced students’ cross-domain integration ability.
We evaluated the current situation of the employment market for students of teacher education, planning the multi-track approach for students of teacher education: (1)2021 credits for public service development, after course inventory and integration, students can take the course of public service training credits. Except for teaching positions, also can choose to become a national civil servant. (2) Offering bilingual teacher training courses: according to the country's implementation strategy, to set up Intermediacte, Intermediate and Advanced Bilingual Teachers TOEIC listening and reading class. Ecourage students to obtain a language license above B2, and taking a bilingual teacher training course, acquiring bilingual teaching ability, improving employment competitiveness.
Reinforce teaching support system
Through the establishment of a professional community of teachers, promote teaching, research, tutoring, service, and industry-university cooperation among teachers and peer exchanges and experience inheritance, to fulfill the purpose of teacher growth. To improve the teaching quality of teachers, cultivating good teaching assistants is also an important part of the teaching support system. Through the teaching assistant training camp, teaching assistant learning community, and excellent teaching assistant lecture sharing, we effectively enhanced teaching assistants’ ability to assist teachers in the smooth progress of the classroom. Introduce industry teachers to teach collaboratively, teaching and sharing based on practical experience in the industry, broaden students’ application horizons in the industry and business world, deepen the impression of learning, making the basic knowledge applicable.
We provided teachers with substantial support and assistance in teaching innovation, encouraging teachers to apply for teaching practice research projects, handling multiple project application briefing sessions. Provide teachers with diverse resources and experience sharing dialogue, handling teacher empowerment workshops,inviting industry experts to participate in the meeting to increase the teaching skills of teachers in the school, incorporating it into the content of the course to improve students' learning effectiveness.
Outcomes:
- We have finished 36 research projects about student learning achievement. The results indicated that student learning achievement was effectively increased through teaching innovation in NCUE.

- Through a mechanism for evaluating student learning effectiveness in multiple ways, we have completed 17 student learning effectiveness evaluation indicators analysis
- In this year, we have finished 104, 106 and 108 academic year-graduate flow survey with test rate of 47.77%, 53.94% and 63.62%, respectively.
- We have completed 102 employer satisfaction survey in 110 academic year. We will continue tracking guidance based on the survey results.
- In 110-academic year, 32 diversified learning courses were started for 901 students.
- In 110-academic year, 20 innovation and entrepreneurship courses were started for 513 students.
- In 110-academic year, 6 Maker courses were started for 176 students.
- In 110-academic year, we have established 14 and 1 professional teacher communities in school level and department level, respectively.
- In 110-academic year, we provided 362 TA students, who are trained in teaching-related knowledge and skills in 23 workshops, to help teachers in class.

Part B:Development of key features at NCUE
Highlight:
Distinctive teacher education: Good moral normativity influence and professional teachers pool.
Teacher training courses integrate innovative teaching or inquiry and practical ability: The Faculty of Science offers 7 classes on "Inquiry and Practice Course Design" and 5 classes on "Inquiry and Practice in Natural Sciences Fields", and executed the competition in "Scientific inquiry and problem-solving"; 40.74% of the teacher training courses integrate innovative teaching or inquiry and practical ability.
The Bilingual Teaching Center of NCUE offers a "109 School Year Cultivating Secondary School Bilingual Teaching Teacher Training Course List"(CEFR B2 level required). A total of 86 students were trained in professional bilingual teaching and application; a total of 76 students participated in the Listening and Reading of TOEFL courses which were offered by Language Center, improving the student's CEFR to the B2 level.
Industry-academia cooperation: Cultivation of the talent innovation model, Industry-academia creates a triple-win situation.
Constructing the intelligent meters system at Bao-Shan campus in pace with the Renewable energy policy of Taiwan government, that is the 1MW energy storage which donated by Orsted. Integrate Fog Computing of micro-grid management system server and data storage device to be the intelligent microgrid big data for teaching and research. Moreover, the UN SDGs Affordable and Clean Energy ranks 101-200 in Global, ranks 5th in Taiwan.
Research energy: Optimize the academic environment and plant research energy.
NCUE ranked 401-450 in Asia in the 2021 QS World University Rankings ; 301-450 in the 2022 Global Ranking of Educational Subjects , 1001+ in the 2022 Life Sciences global ranking which proves that teaching, research and school performance in NCUE has been widely recognized by all walks of life. Moreover, a total of 11 teachers were on the list of World’s Top 2% Scientists, 2020 ; a total of 10 teachers were on the list of Lifelong Science Impact Ranking, 2020. All the excellent strength performance that show our teachers devote time and effort in all research fields.
International Exchange: Strengthen alliance's distinctive feature, International competitive advantage.
Establishment of sister schools with 217 universities, total 25 countries; moreover, a total of 8 faculties signed the design dual-degree with California State University, Fresno and University of Strathclyde, 30 of all 76 students graduated.
Outcomes:
- Creation of "educational philosophy", "life education" and "education thematic issues" were three courses, 16 classes, and build Tun products and polite, caring society, self-learning and training with the unity of Chang-shih mentor style.
- Encourage teachers and students to draw up learning plans and goals, handle education professional knowledge and ability verification, education program enhancement workshops, etc. A total of 1,351 teachers and students participated in the 110 year.
- The subsidy for teachers and students to establish 21 teaching knowledge learning communities, through professional lecturers and cross-department exchanges of community momentum, to improve the passing rate of teacher qualification examinations and teaching professional knowledge. The passing rate of teacher certification exam in 110 year is 83.38%. Thisis higher than the average passing rate of 67.37% in Taiwan.
- Improving the ability of teaching engagement in pace with the trend of education scene and the characteristics of technological and vocational education, the Center for Teacher Education and faculties of NCUE offered 19 sessions co-teaching by industry instructor, a total of 535 preservice teachers participated the courses.
- • Subsidy 22 groups of student projects that cooperate with companies to solve practical problems in the industry through teachers and students, and closely integrate with market trends in the process of cultivating talents.
- • Handling the "National Colleges and Universities Industry-University Innovation Practice Competition", the themes are divided into "green technology", "machinery and automation", "information and electronics", and “artificial intelligence and its applications’, a total of 191 teams from across the country participated.
- Actively provide the administrative services required by teachers to apply for the project, reduce their administrative workload, and increase the willingness of industry-university cooperation. In 110 year, there were 75 industry-university cooperation cases, the amount of funding is NT 57.18 million.
- Teachers are encouraged to form cross-disciplinary teams to work together and actively strive for plans to enhance the overall R&D energy. In 110 year, there were 4 research teams to implement 5 key projects. In 110 year, Kaohsiung Medical University as the academic collaboration school, the Department of Chemistry of NCUE were jointly appointed to Kaohsiung Medical University.
- Handle flexible salary awards for distinguished professors, outstanding teachers in the field (teaching, research, service, general education) and excellent tutors. A total of 41 teachers won this honor in 110 year.
- Teachers are encouraged to apply for the Ministry of Science program, 110 annual plan application of 224, has not been held liable by the university "thematic research topics of financial assistance points" with faculty research grants of enthusiasm; 110 annual rates of 46.88% by the Ministry of Science, effectively enhance the overall level of research and competitiveness.
- In 110 year, our teachers published 192 papers on SCI(E), SSCI, and A&HCI.

- Participating in 25 online overseas enrollment activities and educator annual meetings or education exhibitions will help promote overseas students' willingness to study or study in the school.
- A total of 49 students attended the Online learning away from home; offered 25 sessions the international education lectures and the seminars of exchange to sister school; offered 2 sessions online Chinese culture international camping in summer vacation and 2 sessions of online Lukang culture experience activity in summer vacation, a total of 88 students from sister school were attended.
- Handled 7 international friendly ambassador training activities to equip them with the ability to organize international events, reception of foreign guests, international camp services and coaching overseas students.

Class mobility promotion and counseling mechanism improvement
Financial support for study at ease: In 110 academic year (AY), through establishment of close connections with industry, government, corporations, and alumni, and promoted the concept of "Thousands of people lighting the lamp, thousand people leading the way" to raise small amounts of money, the University implemented a sustainable student support mechanism to help students from disadvantaged families. Compared with the amount of funds raised in previous years, a total of $4.75 million NTD was raised in 110 AY, an increase of $1.75 million NTD.
"Wooden Pallet Pathway" for economically disadvantaged students to ensure and enhance the admission opportunities: In 110 AY, 32 candidates were provided through the Young Eagles Admissions Subgroup (YEAS) and priority admission of individual applications, and 19 economically disadvantaged students in total were admitted.
Comprehensive care for academic portfolio of disadvantaged students: In 110 AY, with the "Soaring Eagle Project, we set up a comprehensive counseling mechanism including four major areas of life, psychology, academics, and career. A total of 17 counseling projects were provided and 368 students received subsidies.
"Precise Counseling" for student resilience: In 110 AY, students with adjustment difficulties and in need of counseling resources were screened out via a general test for new students and a psychological test for sophomores and above. In addition, the resilience of these students was improved by integrating with resilience courses. Moreover, a self-prepared questionnaire analysis model was established in 110 AY to facilitate the understanding of the types of students entering counseling and to provide psychologists with assessment and decision making, as well as follow-up counseling resources. With "Precise Counseling", a total of 865 students received individual counseling in 109 AY and 110 AY-1.
School self-accountability and sustainable school management
External and internal performance reports announcement regularly: Our new school information website (https://ncueinfo.ncue.edu.tw/) supports responsive web design, online editing by multiple users simultaneously, and a built-in data search engine. In 110 AY, there were a total of 1,283 users (not double counting), of which the first and return visit rate was 90.7% and 9.3%, respectively, and the number of website views reached 5,204 (annual growth rate of 2.12%).
Professional development of admissions: We conduct school research to optimize the talent selection, effectively use the assessment rules to link students' academic performance in high school, and contribute to the admissions system. With the Apriori algorithm of associative analysis, we analyze and identify the competition of each department they are facing, and then formulate relevant recruitment strategies and adjust their selection strategies.
Outcomes:
In 110, we have provided and established a sustainable financial support for study at ease, and successfully raised $4.75 million.
- In 110 AY, through the "Young Eagles Admissions Subgroup" and "Priority Admissions", 32 candidates were provided and 19 students were admitted in total.
- In 110 AY, to improve the access of economically and culturally disadvantaged students, we implemented a program to care for students in regional high schools by designing and extending micro-course, workshops, and science activities, etc. Through teachers leading students to conduct micro-courses or science events, the course content is combined with current trends, such as green energy generation, to assist students in cross-field and diversifies learning and explore self-learning interests. Also, we have signed a letter of intent for curriculum cooperation with six high schools (Changhua Art, He Mei, Cheng Kung, Tian Zhong, Erlin High School, and He Mei Experimental School). In future, we expect to sign with Changhua Girls' Senior High School and Affiliated High School of Tung Hai University.
- In 110 AY, we have provided 22 individual learning recommendations to special education students based on their learning conditions.
- In 110 AY, the "Young Eagles Program" provides a comprehensive counseling mechanism for students, including life, psychology, academics, and career, with 17 counseling programs and 368 students receiving subsidies.
- External and internal performance reports announcement regularly: (1) In 110 AY, there were 1,283 website users (not double counting), of which the first and return visit rate was 90.7% and 9.3%, respectively, and 5,204 visits to the website (2.12% annual growth rate). (2) In the section of school information disclosure, a total of 11 items of public information were released, covering basic school data, evaluation results, graduate performance, financial information, etc., for effectively supporting the transparent management of school affairs.
- Professional development of admissions: (1) Introducing school research to optimize the selection of talent, and effectively use the assessment rule to link students' high school academic performance and contribute to the admissions system. (2) Implementation of the assessment ruler: There are a total of 7 specific analysis items for trial simulation review. With these items, a total of 25 departmental groups participated in the simulation analysis of the ruler of the individual application for admission professionalization in 110 AY (109 AY students with 110 AY rules), and the results of the analysis were consistent with the scores of 21 departmental groups (up to a statistically significant level). (3) Analysis of the academic performance of individual applicants and students after admission: The different of academic performance between regular and reserve students is insignificant, including the percentile rank (PR) value in class ranking, the semester grades, and the probability of suspension. The results indicate that the talent selection criteria of each department have a high consistency. However, in terms of academic warning, the number of warnings (>= 5) for regular students is higher than that of reserve students. (4) Analysis of the first stage of individual application between General Scholastic Ability Test (GSAT) and academic performance after enrollment: The performance of PR value of the Department of Athletics in the first and next semesters is still related to the national language; the Information Management Group of the Department of Information Management has a correction coefficient of more than 70% in terms of class ranking PR in 108-2, which is a department that can be paid more attention to. (5) Analysis of the second stage of individual application between each examination area and academic performance after enrollment: Some departments' scores in the examination area are significantly related to the academic performance after enrollment, and it is recommended that the proportion in this specified item can be appropriately increased. (6) Analysis of academic performance in different high schools and post-admission: In general, students in metropolitan high schools performed significantly better than students in non-metropolitan high schools. There is a significant correlation between level of "high school academic performance" and "post-entry academic performance" for each department and group. Hence, the students' high school academic performance can be taken into consideration in the selection process. (7) Competitive analysis of individual applications for admission: Through the Apriori algorithm, we analyze the competitive target of each department of the university, and formulate relevant enrollment promotion and talent selection strategies based on this analysis. (8) Establishing a database on admissions and student learning: 10 sheets with more than 610,000 data were integrated to effectively support the development of university research issues in admissions professionalism.
- Master of Education credit classes Promotion: 130 classes were offered in the 109 AY to allow working students in various fields to plan their own learning blueprints flexibly.
- Cross-border cooperation for in-service courses: In 110 AY, six classes of professional in-service courses were offered to strengthen workplace knowledge and abilities. In addition, we are also commissioned by the Changhua County Government to offer the "2021 Female Leaders Elite Training Class" and "2021 E-Commerce Academy-E-Commerce Talent Training Class" to establish a cross-disciplinary cooperation and exchange platform through the collaboration of industry, government, and academia.
Part D: University social responsibility
Highlights:
The overall development of school affairs and the fulfillment of university social responsibility.
The mechanism of administrative integration:
- The Center for University Social Responsibility is coordinated and promoted by a dedicated assistant team led by the Dean of Student Affairs.
- Project Supervision and Evaluation Meeting: In each project of USR, the quality management mechanism of PDCA is carried out every 1-2 months, and each qualitative performance indicators and execution status of funds will be reviewed and given corresponding recommendations.
- USR Project Exchange Discussion Meeting: Every two months, all of the project executors (include sub-project D, USRHUB, and project of USR) are invited to participate in the meeting. Mutual exchanges and discussions regarding implementation difficulties and resources of various projects, and provide suggestions and assistance on major issues. And 5 meetings have been held in this year.
- USR Teacher Professional Community: The professional knowledge is shared and exchanged in the form of conferences/lectures/workshops. In this year, we have handled 6 teacher empowerment lectures and experience sharing sections. Among them, on August 19, 2021, the Dean of Student Affairs led the USR community teachers to the implementation field of the USR HUB "Link, Sprawl, and New Topography-Changhua City Art Highlights Project": Nanguo dormitory to conduct inspections and experience communicate.
- USR Assistant Executive Coordination Meeting: The USR assistants of our school will discuss or support each other on the implementation of current priorities with the form of online or substantive meetings from time to time. In 110, we have organized 3 physical and multiple online USR assistant executive coordination meetings for each topic.
- University Social Responsibility Practice Project Guidance Advisory Committee: In this year, external members of the school were invited to conduct guidance and consultation on all USR projects in the school, and to review and amend the members' opinions after the meeting.
Course:
1.Carry out the root cultivation of university social responsibility via general education courses:
- Offer life exploration, development, and practice courses: Through the service learning in the course to actually participate in the service experience of communities and enterprises, students connect with the place, and deepen their understanding and recognition of local culture, industry and environment.
- Offer vision stimulation and execution courses: With the course to encourage the local development of contributions and creativity, there are not only the increase in employment opportunities, but also promotion in local freshmen.
- Open "USR Multi-Learning Micro-credit Course": In this year, 5 diversified learning courses have been offered. Through flexible and diversified courses and self-study design, local characteristics, environmental sustainability and industrial development courses have been introduced to cultivate students' local identity, discover local problems, and think the solutions.
2.Set up "University Social Responsibility Micro-program": Using professional course to connect with the local characteristics of cross-faculty and cross-field "University Social Responsibility Micro-
program".At present, 24 students have obtained the qualification of "University Social Responsibility Micro-program".
Teacher support:
- The promotion of school-level USR teacher professional community: From 20 in 107 to 110, 34 teachers have joined the teacher's community. Teachers’ participation in co-learning activities both inside and outside the school is regarded as a promotion that it can improve the teaching knowledge survey to be 4.72 points. (five-point scale)
- The effectiveness of the encouraging teachers to participate in the USR: At the end of the project year, a survey will be conducted to count the frequencies of participation in internal and external co-learning activities for USR executive teachers. In addition, the survey will be submitted to the R&D Department for assistance in providing additional points for teacher evaluation.
What did school do for regional development and local creativity?
The professional service team of our school has handled 118 hours of consulting services in 110, organized 3 green energy education-related workshops and scientific seed teacher training camps, cultivated 54 USR-related seed teachers and volunteers, and accumulated willingness and energy to cooperate with local stakeholders through consulting services in 110.
The highlights of the professional consulting service team in 110 are as follows:
- Changhua local consulting service team: To reach the health and well-being of the silver-haired people, the teachers of the Department of Health and Sports conducted multiple sessions of physical and mental health consultations and physical fitness tests using community tours. The Department of Fine Arts provides community revitalization suggestions for the old communities in Changhua City, and cooperates with the Nanguo Scene of the Changhua County Government's Nanguo dormitory group "Nanguo Scene" lanes aesthetics project, connects Nanguo's memories and emotions, and highlights the charming and vivid humanities of Nanguo. The Auxiliary Counseling Department assists Tianzhong Town Lizhi Middle School to tide over the difficulties of the transition period through education and counseling, to ensure that there is no social distinctions in teaching, fair, and high-quality education, and implement local humanistic and social care.
- Sustainable environment professional service team: In 110, the service team assisted Fangyuan Township to conduct 14 water quality inspections of fish farms and ditches, and aided the National Disaster Prevention and Rescue Technology Center to establish a fishery impact map of Taiwan’s climate change (clam breeding area), and worked with experts in the industry, government and academia to formulate policies for Taiwan's fisheries to confront the climate change and reduce local losses.
- Industry Sustainability Management Care Team: According to the needs of hosiery manufacturers, we provide professional E-commerce consultation and guidance. In 110, the original e-commerce service model has been integrated into the Shetou hao socks e-commerce platform. At present, 5 local manufacturers have been recruited to join the platform.
- Green energy professional consulting service team: Aiming at the development of Changhua green energy, the Department of Electrical Engineering has conducted consulting services with Changhua County Government and Changhua County Elementary and Secondary Schools repeatedly, and boosted the development of Changhua green energy through talent training and sharing of the latest green energy knowledge.
- Rural education professional consulting service team: We have invited teachers of university and current middle school to conduct collaborative teaching and practical exercises with educational volunteers on teaching practice, service learning, literacy-oriented teaching, and cross-field teaching applications. We also have performed clinical trials and consultations on the teaching site, and responded and revised immediately the teaching project.

TalentCultivation-Teacher Orientation:
- The 110 school-level professional community of USR teachers have handled 6 teacher empowerment and project implementation exchange workshops, dedicated to applying teachers' professional research and teaching practice to the implementation of USR courses and fields. In 110, there are a total of 5 university social responsibility projects approved by the Ministry of Education for teaching practice research projects.
Talent Cultivation-Student Orientation:
- In 110, we have opened a total of 60 USR professional courses. Students on campus trained by the USR courses and series of workshops were awarded relevant honors as follows: 21 groups of students won award in Linker National Colleges and Universities Creative Marketing and Entrepreneurship Competition, the first runner-up in the Best Popularity Award of 2021 Taiwan Yunus Innovation Award -Social enterprise proposal, one group got award in the marine-related research category and a total of 99 domestic and foreign sports instructors related licenses in 2021 Kuroshio Ocean Foundation Ms. Wu Zheng Xiuyu Kuroshio Grants.
Localcare:
- The project team have achieved 186 literacy-oriented and cross-disciplinary teaching projects, and coached disadvantaged students in rural areas to complete a total of 116 "personal-centered projects".
Environmentaleducation:
- The water quality inspection team assisted Fangyuan Township to conduct 14 water quality inspections on fish farms and ditches, and improved the harvest rate of farmers by at least 70%. In addition, they also assisted in monitoring the water quality of the fan oil spill to reduce fishermen's losses in August.
Industrysustainability:
- We have established the Shetou Hao Socks E-commerce platform and invited 5 hosiery manufacturersto join and complete the brand channel and business diagnosis. At the same time, the Tavocol trademark has been registered as the school's intellectual property.
