The second phase of the USR program was launched in 2020. NCU's 2021 University Core Plan 3 is based on “Humanistic Care and Social Sustainability.” It is designed to link the five USR programs and four practice hubs of NCU to implement sustainable actions among NCU's administration, teaching, research, and student communities. The OKR (Objectives and Key Result) strategic performance management map is used to align NCU's USR program with the SDGs sub-projects to further assist USR program teams in setting their own goals and SDGs action indicators, as well as to drive the direction of NCU's overall campus development program. In addition, in 2021, the NCU Office of University Social Responsibility was renamed to the “NCU Office of Sustainable Development and University Social Responsibility” to continue to lead the USR Alliance in Taoyuan and the NCU USR program to promote the concrete implementation of sustainable development goals.

In 2021, due to the impact of the epidemic, the USR program at NCU was also affected, so the activities of the program teams, such as relocation studies, workshops, and seminars, were completely reorganized online. This year, the project team “Taoyuan Coastal Living: Cultivating a sustainable coastal environment and develop a prosperous local community through the integration of ecology, living and economy in Taoyuan” has continued to build an air quality monitoring database and expand actions and technologies to address climate change in New Southbound Policy countries. The team has also adopted bilateral video courses, cross-country video seminars, and other synchronized remote activities to promote the cross-country air pollution network in order to implement the cross-country environmental education initiatives under SDGs 17 and 13 on environmental education. The team for “From Atayal Reading to Interest-Driven Tribal Learning” continues to connect school-based and ethnic curriculums of primary and secondary schools in the Fuxing District, and also leverages teacher training, interactive table games, science fair guidance, and the introduction of the Planet of Tomorrow platform for synchronized classroom support as the basis for learning data analysis and curriculum revision to implement the SDG 4 goal of providing resources for public learning and participation in local communities. The project team of “Arts and Culture for Sustainable Communities - Rooting and Co-prosperity of Local Cultures in Zhongli and Pingzhen Township” not only allows students to visit local communities and construct local historical memories through social participation courses, but also organizes Hakka language workshops for healthcare workers, sustainability seminars, and hand-drawn maps to implement SDG 11, which aims to make cities and human settlements inclusive, safe, resilient and sustainable. The “Sustainable Fuxing - Building a Smart and Resilient Tribe”, the project team utilizes the theme of “tribal revitalization” to build community empowerment against natural disasters in the form of smart disaster prevention, smart energy, and sustainable water, and to foster tribal resilience and sustainability after disasters. This is done to implement SDGs 13, 6, and 7, create sustainable and affordable energy and water resources for tribal residents in Fuxing District, and establish emergency measures to respond to climate change. The project team for “Yangmei Community Impact Project Reengineering” leads student groups to collaborate with local organizations to conduct online workshops on design thinking, impact mapping tools, and social value measurement to extend their actions to the local community. This year, the team also held various “Scholarship Online Competitions”, through which related social welfare and welfare organizations can demonstrate the social impact value of their teams, which fosters SDGs 5, 8, and 12 that further empathizes with the new immigrants living in the local Hakka communities of Yangmei, and to launch design and multimedia promotions for community issues, presenting the diverse and abundant cultural resources of the local community.

In the face of “post-epidemic new normal,” the Office of University Social Responsibility will continue to integrate and promote the collaborative capacity of NCU's USR team in community engagement and international cooperation, and work together to promote the integration of resources for NCU's sustainable circular campus, and provide positive and concrete suggestions for the future vision of NCU's carbon-neutral campus development.
