Summary of achievement and highlights
Even though the pandemic has not stopped, it has not prevented the implementation of the project but made it more meticulous and refined.
NCNU has met all key performance indicators including 13 common performance indicators (46 measurement methods) set by The Ministry of Education, as well as 10 performance indicators (24 measurement methods) set by our school, with an implementation rate of 100%, which shows the school has successfully promoted the higher education sprout project.
NCNU is ranked 31 in the 2021 UI GreenMetric World University Rankings (rise 10 places), which is the 5th place in Asia, and the 1st place in the domestic comprehensive university for six years; Our USR performance was ranked CommonWealth University Citizen (USR) Rankings No. 1 in the Public medium-sized universities with less than 6,000 students bracket by "Commonwealth Magazine" (110). Also, we have been awarded the first and second USR University Social Responsibility "Industry Co-creation Group" Model Award.
This year, the Ministry of Education approved NCNU to establish the "Shui sha lian College" and agree to add the new Master Degree program in Local Entrepreneurship and Cross-domain Governance. In addition, we have received subsidies for the "Bilingual Education for Students in College program".These achievements are showing the implementation of our school affairs, and are still working hard to improve and presume a higher goal.
On the basis of the school's school affairs development plan, the analysis of the school's current situation and problems, and the implementation results of the 107-110 Higher education sprout project, the purpose of 111 years higher education sprout project will continue to strengthen localization and establish connections with Southeast Asia, which is hereby described as follows：
Strengthen localization:Minister of Education Wen-Chung Pan said in an interview with "Commonwealth Magazine" in April 2020 that he was impressed by our school teachers' USR practical tasks such as measuring PM 2.5 for local temples and greening potted plants. In line with the government policy "New Farmers Training Program", our students has created an online platform “Gulirice” to assist in the transformation and promoting of local agricultural products, also introduce rural agriculture to young people.
Our teachers and students have formed the "Shan Lifang Education Team" to recruit and train volunteers to help schoolchildren in rural areas of Nantou. They teach the schoolchildren new knowledge of science and technology and tutor their study.
The practical areas of this project have covered all 13 townships in Nantou County, including assisting Puli Town with digital transformation and post-pandemic industrial revitalization, developing Taiwan native symbiotic community care service model in Yuchi Township, using "Dark Sky Park" as a local creation place in Renai Township, etc., to fully build a social practice of mutual benefit between industry, government, academia and research.
Establish connections with Southeast Asia: Overseas student education is one of the missions for our university. Through the "recruiting", "training" and "hiring" strategies to implement language teaching, institutional cooperation and exchanges, overseas internships, local practice and volunteer services in major Southeast Asian countries. We also signed agreement for joint dual degree with Malaysia's New Era University college, Southern University and other colleges, Vietnam's Ho Chi Minh City National University of Sciences, and Thailand's Yisakang University.
In order to prevent overseas students interrupt their studies due to the pandemic, our school has implemented the "CPR2.0 plan" during summer vacation, which allows overseas students stay in school to obtain credits for summer courses, and obtain part-time jobs, so that students, parents and teachers can feel reassurance.
NCNU also matches students with international hotels and manufacturers for training and experiencing purpose (Sun Moon Lake Fleur de Chine, The Lalu, Dellago and other hotels, Changhua Long John Group, Puli Feeling 18, etc.), through the contact with local industries, enrich their study, life and work-study experience of overseas students.
This project is based on student-oriented, respect the teachers oriented and focus on 5 aspects including enhancing teaching innovation, developing university features, improving the publicity of higher education, fulfilling university social responsibility and sustainable operation, and will divide into 23 plans to achieve the four major goals "solidification", "Industrialization", "localization" and "globalization".
