Outcomesof the Higher Education Sprout Project - Master Plan in 2020

Implement Educational Innovation and Improve the Quality of Education

CGU’s Center for Clinical Skill & Simulation (CCSS) continues implementing various Objective Structured Clinical Examination (OSCE) exams, including related consensus meetings and workshops. CCSS also gathered a 3-day AR/VR workshop for faculty members of various disciplines, with the purpose of developing scenario-based AR/VR courseware for better training students. We also have some interdisciplinary programs, some examples are “Clinical Trials”, “Biotechnology Company and Industry” and our featured “Summer Semester Program”. In particular, the 2020 Summer Semester consists of 9 interdisciplinary programs, including “Smart Communication and IoT”, “Artificial Intelligence”, “Management and Sales Innovation”, “Digital Media and Industry”, “Robot Interaction and Innovation”, etc. These programs extensively invite professionals in the business or industry to lecture and interact with students. Site visits are also arranged for students to know the field environment better and interact with the real professionals. CGU launched the Honor Students Program this year. Not only providing scholarship to those enrolled students of academic excellence, this program also arranged special courses such as “Critical Thinking: Virtue and Happiness”, “The English Honors Program” and “Forum for Youth Leaders”. Our mission is to equip them with global philosophy, mobility and leadership. The scholarship also helped attracting outstanding students into our program. Also began this year is the Artificial Intelligence Micro-program. First offered is a one-credit course “Introduction to Artificial Intelligence”, required for all admitted freshmen. Next year we will offer more advanced courses, including “Python Programming”, “Artificial Intelligence Applications in Medical Diagnosis”, “Artificial Intelligence Applications in Long-Term Care”, etc. Also worth mentioning is the participation of University Career and Competency Assessment Network (UCAN) for freshmen students. Questionnaires are designed to help them exploring their career of interests, and whether these match to their professional skills to be built-up through CGU’s curriculums.

 This year CGU students assembled 57 teams to compete with the others either in or off the campus. These events, many are national level, include Information Technology, Internet of Things, Merchandise Design, Electric Cars, Innovative Technology Expo etc. Many teams have won prizes from participating in these competitions. This is a way of showing the teamwork of students (mostly senior) and further bridge them into better professional skills for the future.

Finally, the Center for Faculty Development and Instructions (CFIR) of CGU hosts 19 seminars or workshops in promoting the teaching excellence. CFIR also supports 21 Faculty Development Groups, with subjects ranging from Chemistry and Biology, to Digital Courseware, Simulation in Clinical Practice, and Global Students Mobility.

Develop School Features

Associate Professor Kun-Mu Lee of the Department of Chemical and Materials Engineering has been dedicated for a long time to the synthesis of novel organic-inorganic optoelectronic materials, the control of internal interface impedance and defects, and the development of advanced large-area coating technology. His research significantly contributed to the improvement of the stability and efficiency of the new generation of optoelectronic components. His research findings have been published in many journals with high impact factors and have been recognized internationally. He also won the 109th Ta-You Wu Memorial Award from the Ministry of Science and Technology. This proved that Chang Gung University not only excels in basic medicine and clinical research, but also has a stellar performance in the engineering field.

The new coronavirus (COVID-19) is raging around the world, and Chang Gung University has joined the National Pandemic Prevention Team and international research teams to fight the pandemic. On top of joining the National Pandemic Prevention Team, the Research Center for Emerging Viral Infections of the university has cooperated with the Academia Sinica, National Health Research Institutes, National Defense Medical Center, the University of Oxford, and the University of Washington in Seattle to identify the pathogens quickly and precisely and develop the diagnosis methods, therapeutic antibiotics, and antiviral drugs to overcome special infectious pneumonia COVID19. The university shoulders its social mission and international responsibilities, and promotes pandemic prevention through the introduction of biomedical technology. Chang Gung University is one of the best examples of fulfilling international social responsibility through academic research.

Enhance the Public Value of Higher Education

The student aspect:

1.Increase and guarantee the opportunities to study for underprivileged students: Actively promote the "Financial Assistance Scheme" to enhance the schooling opportunities of economically underprivileged students. In 2020, the enrolment of underprivileged students has increased by 46 students.
2.Increase financial support for underprivileged students, so that they can learn with peace of mind: In 2020, various scholarships and grants of a total amount of NTD$2,201,197 were offered to 279 underprivileged students. Furthermore, Formosa Plastics Corporation provided 53 job opportunities for students to study and work during summer.
3.Create a friendly learning environment for underprivileged students: Actively create a friendly learning environment for underprivileged students, and provide 4 assistance measures, including "merit-based scholarships", "study aid", "practical course subsidy" and "skill certification subsidy". These assistance measures were offered to a total of 1,173 students in 2020, with a total amount of NTD$7,170,855.
4.Strengthen the network of advisors to care for underprivileged students: In 2020, there were 385 underprivileged students of all kinds, and 1,021 consultation sessions were held, and the consultation rate reached 365.2%.
5.Provide employment assistance: A total of 18 sessions of job consultation were held in 2020. We cooperated with Formosa Plastics Corporation at the same time, recommending outstanding graduates to Formosa Plastics Corporation for priority employment.

The institutional aspect:

1.In order to optimize the management of school affairs, the management of departmental affairs, and the effectiveness of running the school, the university implemented a self-inspection and accountability mechanism, and established a data-based decision-making mechanism.
2.The Center for Institutional Research has integrated a variety of sources of school affairs and research data storage. In addition to the original ERP system, the self-storage data of each unit, the public data, the data of the student club activities extracted from the Office of Student Affairs, as well as the data of students’ learning process extracted from the Office of Academic Affairs have been added. Obtaining comprehensive preliminary data is helpful for the automatic generation of indicators and subsequent data analysis.
3.Integrate and build 5 level-one units with a total of 27 dashboards to evaluate the effectiveness of school management, so as to assist the school and departments in analyzing important issues. In addition to the student recruitment strategy and the learning effectiveness analysis of various admission channels of the Academic Affairs Office, we also added the analysis of student club activities and students’ academic results. We used customized dashboards to assist each department and unit in making decisions.
4.Write a program to automatically generate and monitor 188 indicators, and set up a single portal webpage for the inquiry of various units, to serve as the basis for school management and performance tracking.
5.In order to assist the professional plan of university student recruitment, the university completes three analysis reports including the registration rate and school attendance rate, school stability rate, and student sources from high school. These reports provide various data analysis and guidance for departments to help faculties and staff better understand the advantage of school affairs research.

Fulfill Social Responsibility

The university has established an industry-university collaboration platform with Chang Gung Memorial Hospital, the 12 major industrial zones in the North District, various industry associations, and neighboring alliance schools, to combine academic resources to enhance the technology value and industry networks. Through technology sharing sessions, domestic and overseas exhibitions, the campus OpenLab Platform, etc., the university strives for key technology exposure opportunities to achieve the goal of technology integration and diffusion. In addition, through the use of print and online media, the university carries out strategic promotion and the expansion of industry exposure. Furthermore, through the establishment of a teacher-student entrepreneurial environment and mechanism, we are able to create an entrepreneurial atmosphere for teachers and students on campus. In 2020, the industry-university performance was fruitful, the technology transfer amounted to NTD$74,480,000, and the industry-university collaboration amounted to NTD$161,000,000.

In addition, working on the projects of the "International Industry-University Alliance" and "Pandemic Prevention Scientific Research Center" promoted by the Ministry of Science and Technology, the Research Center for Emerging Viral Infections has successfully developed the "New Coronavirus Neutralizing Antibody Tester Kit". The combination of neutralizing antibodies and specific proteins can quickly reveal whether there are anti-viral neutralizing antibodies in the body within two or three hours. In order to provide more tester kits for domestic and overseas academic and research institutions to use, the university has particularly transferred technology with Formosa Plastics Biomedicine, hoping the good news will be spread to the world through the professional marketing of domestic test reagent manufacturers and help other countries reduce the time and cost of developing vaccines and antibody drugs.

USR

After in-depth analysis by the university, it was discovered that field health and care issues could potentially cause economic, cultural, lifestyle, and social support system issues. Therefore, there was a necessity to form a team to cater for health care, underprivileged group care, and economic development. This could unleash the expertise of teachers and students to share university resources and deepen the university’s influence.

The USR plan of the university was to introduce portable ultrasound screening equipment into various fields to improve the accessibility of community residents to medical treatment. It also supported local medical personnel on ultrasound examination technology. The medical manpower in the Fuxing District was insufficient to cope with the case tracking after screening. The high accessibility of residents in Guishan District to the medical treatment resulted in many intervention units and repeated investment of resources. Therefore, a health information platform was planned and constructed to dynamically count the needs of field health problems, and then analyze the trend of individualized health status and design individualized health interventions, so that the residents could manage their own health independently. In addition, the university also professionally assisted underprivileged groups to develop a sheltered employment model, support them to find a sustainable business model, and enhance their ability to take care of themselves in the future. In addition, combining the issues of the current United Nations Sustainable Development Goals (SDGs) such as industrial innovation and sustainable communities, linking the cultural and artistic characteristics of the field, developing sustainable innovative products and social innovation service design, have all made the field an extension of university classrooms.
